(202) 433-5387. !! The Fleet and Industrial Supply Center, Norfolk,
Detachment Washington intends to negotiate a sole source contract with
Macromedia for Pathware version 3.0.3 Interactive Courseware (ICW),
Computer Managed Instruction (CMI) software, licensing, and support.
Subject Vendor is the only known source that meets the following
requirements: 1. The CMI software application shall be a Middleware
compliant application. Middleware compliance is defined as an
application capable of being auto-launched from within another
application via commandline parameters, with full CMI software system
functionality. 2. The CMI software application shall be capable of
functioning on a stand alone laptop/desktop personal computer without
the need for a separate server system, or in a client/server mode in a
Local Area Network (LAN) or Wide Area Network (WAN) environment. 3.
The CMI software application shall be capable of operating in both a
Web-based environment and a LAN-based environment simultaneously
utilizing one centralized database configuration. 4. The CMI software
application shall contain a software mechanism that will provide a
monitoring capability for tracking data utilized for course structure
debugging purposes. 5. The CMI software shall be IT-21 Compliant and
designed for the Intel Pentium class, or compatible, microcomputer
hardware platform. 6. The CMI software shall be designed specifically
for the Microsoft Windows 95/98/NT 32-Bit Operating Systems. 7. The CMI
software shall be compatible with the Microsoft Access Relational
Database System, as well as conform to the Open Database Connectivity
Standards (OBDC). 8. The CMI software shall be capable of operating in
a multi-user client/server environment, capable of supporting in
excess of 100 concurrent users without severe system performance
degradation. 9. The CMI software shall be compatible with the Ethernet
802.3, NetBEUI and TCP/IP Local Area Network (LAN) Protocols, running
on a Fast Ethernet, 100BaseTX, 100-MB/Sec Switched LAN System. 10. The
Licensing agreement shall support in excess of 250,000 stand-alone and
networked microcomputers located at over 500 individual Naval
installations world-wide. Support shall include all commercially
offered standard documentation, media, and technical expertise required
to maintain the software's functionality. Macromedia Inc. is the
propriety owner and the only manufacturer to provide the software
maintenance. The award will be based on lowest priced,
technicallt-acceptable offeror. A Justification and Approval for Other
Than Full and Open Competition in accordance with FAR 6.302-1 has been
prepared. See Note 22. There is no solicitation available for this
