and negotiate an Airborne Warning and Control System (AWACS)
Integration Test Support (AITS) contract with the Boeing Company,
Boeing Information, Space & Defense Systems, Seattle, WA. Under the
authority of FAR 6.302-1, this contract would continue to provide
similar services performed over the past five and one-half years under
the AWACS Development and Production Test (ADAPT) contract. This
effort will be a services type contract to provide maintenance,
maintain airworthiness and configuration control for the AWACS JE-3C
testbed aircraft, also referred to as Test System 3 (TS-3). Maintenance
and configuration control will also be required for the AWACS ground
laboratories, which support software development and system
integration. Technical order (T.O.) and data storage facilities will
also be required. This effort, like ADAPT, will also provide flight
deck and mission crews to operate TS-3, as well as the manpower
required to perform mission system maintenance for the labs, and
mission system and air vehicle maintenance for TS-3. Other efforts may
involve personnel for conducting ground and lab testing, data
handling, reduction and analysis, and engineering services for special
projects, as required. Performance of contractual requirements
necessitates capabilities and experience in the development, system
engineering, integration and testing of the AWACS systems. The needed
system engineering capability requires a through knowledge of the
interfacing between functional groups and components, detailed
operational and system knowledge of all AWACS mission and flight
systems. Facilities are required to be established in order to house,
for access on a continuing basis, TS-3 aircraft, the avionics
integration and software development lab, and associated data and
T.O.s. Facilities are required for the test airplane to operate from
and recover to. These facilities will include a 10,000 plus foot
runway, hangar capable of housing the aircraft and a "Texas Tower" to
maintain the radome and support equipment (aerospace ground equipment
(AGE), etc.) for the aircraft. All personnel working on/operating the
aircraft, labs, and associated data must have at least a secret
clearance. To prevent program delays all requirements must be in place
by contract award not later than 30 September 1999. When awarded, this
contract action will provide for one year task ordering periods of
performance, exercised on a yearly basis, spanning an overall period of
five years. This synopsis is for information and planning purposes
only. It does not constitute a solicitation, and shall not be construed
as a commitment by the Government. All qualification packages received
within thirty days after date of publication of this synopsis,
however, will be evaluated for consideration by the Government.
Information received will be used for the purpose of determining
whether to conduct a competitive procurement. See Notes 22 and 26.
