AMENDMENT NO. 2 TO THE COMBINED SYNOPSIS/RFQ FOR High Resolution
Satellite Imagery. Companies shall acknowledge all amendment(s) in
their quote. This notice serves as the official amendment to subject
synopsis/RFQ and a written amendment will not be issued. The purpose of
this amendment is to provide additional specifications. The due date
for receipt of offers is not extended. The research requires imagery
that has a radiometric quantization that is equivalent to the original
panchormatic SPOT imagery (equivalent sensor quantization and gains,
equivalent radiometric response). Note that the areas to be imaged are
snow surfaces with subtle changes in surface slope, that can only be
detected by sensors with a high radiometric sensitivity (equivalent to
SPOT with high gain settings). Imagery that does not have sufficient
radiometric sensitivity, and/or saturates over these areas, will not be
acceptable. The spatial coverage must also match the original SPOT
scenes (swath width at least 60 km, or greater than 60 km where the
original SPOT imagery was off-nadir, and 60 km along swath). The eight
locations to be imaged are centered on: (1) 82.87 S Lat. 172.50 W
Long. (decimal degrees) (2) 83.37 S Lat. 165.50 W Long. (3) 83.15 S
Lat. 172.50 W Long. (4) 82.95 S Lat. 162.40 W Long. (5) 83.60 S Lat.
161.60 W Long. (6) 83.75 S Lat. 166.10 W Long. (7) 84.29 S Lat. 158.30
W Long. (8) 84.56 S Lat. 148.00 W Long. Cloud cover must be no greater
than 10% for imagery to be acceptable. Time Frame: Initial acquisition
attemtps of each area must begiin before the end of February 1999, as
the solar elevation in these areas will be too low after this. If some
initial acquisitions do not meet cloud cover specifications, additional
attempts can be made in October and November 1999 and January and
