synopsis/solicitation for commercial items prepared according to the
format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation to be issued. Offers are being requested and there will be
no other written solicitation issued. Responses should reference
Request for Proposal No. DADA10- 99-R-0005. This synopsis/solicitation
document incorporates the provisions and clauses that are in effect
through Federal Acquisition Circular 97-02. This is a 100% Total Small
Business Set- Aside. The recommended Standard Industrial
Classification Code (SIC) for this procurement is 4789 with a
corresponding size standard of $5-million. Firms responding should
indicate whether or not they are small business, small women-owned
business, small disadvantaged business, or 8(a) business, according to
the referenced SIC Code. The contract type will be a firm fixed price
non-personal services contract. A highly capable contractor with
project management experience in support of the planning, preparation
and occupation of medical facilities is needed to supplement and extend
the capabilities of the New Womack Army Medical Center (NWAMC)
transition team. Specialized contractor experience in movement
management and planning with experience moving medical facilities, is
essential for successful completion of contract requirements. The
contractor will support the Womack Army Medical Center and work with
the Transition Office Complex in completion of the movement of Clark
Health Clinic and Womack Army Medical Center (WAMC) into the new
facilities. The contractor shall furnish all personnel, equipment,
supplies, services and materials to move the contents of the old Womack
Army Medical Center (3 or more locations on Fort Bragg). The new
facility operational floor space is approximately 1,000,000 square
feet. The contractor shall also move the Wellness Center, Physical
Examine, Allergy and Dermatology, Troop Medical Clinics (12,13,and 15),
and the Smoke Bomb Hill Family Practice Clinics. The government will be
packing and boxing some items and packing and moving some items. The
contractor will provide packing materials for all items listed on the
relocation list and those subsequently identified for move. The
contractor shall have trucks available to move equipment from patient
care areas directly to their new locations on the day or days of the
patient move. The Contractor is responsible for Quality. All methods,
procedures, and forms shall support this concept. The Quality Control
Plan shall: (1) Be structured to assure independence from any other
parts of the Contractor's organization; (2) Have direct accountability
to the Contractor's top management; (3) Be a comprehensive program to
plan and deliver Quality Services; (4) Cover all services described in
this contract, prioritized services, and concentrate on the most
important services. Describe a method acceptable to the Government for
identifying deficiencies in the quality of service performed under
this contract before the level of performance becomes unacceptable and
address processes for corrective actions without dependence upon
Government direction; (5) Establish an inspection system covering all
services required by this contract. This plan shall specify areas to be
inspected on either scheduled or unscheduled basis and the title of the
individual who will do the inspection; (6) The quality control methods
shall be comprehensive and adaptable to the reporting systems of the
Quality Control Plan; (7) Include a customer feedback system for
correction of validated complaints and to inform the customer of
corrections. The Quality Control Plan shall describe how users or other
interested parties may identify problem areas or situations to the
Contractor. The customer complaint program shall be compatible with the
reporting and communication systems of the Quality Control Plan; (8)
Require documentation of all Contractor quality control inspections and
corrective actions be maintained by the Contractor throughout the term
of this contract. The contractor must submit a work schedule using the
critical path method to track work progress from start to finish. The
schedule will be updated weekly and a copy furnished to the COR to show
work progress. The successful offeror will be provided forms required
for completion. Applicants shall be rated and ranked by the following
criteria: a) Past Performance; b) Qualifications of Key Personnel; c)
Oral Presentation; d) Quality Control Plan; e) Cost and Price. Services
are required beginning on or about 1 Mar 99. The following FAR
provisions apply to the acquisition: FAR 52.212-1, Instructions to

Certifications -- Commercial Items, all offerors are to include with
their offer a completed copy of FAR 52.212-3. (Copies of FAR 52.212- 3

Items. FAR 52.212-5, Contract Terms and Conditions Required to

following clauses cited in FAR 52.212-5 are applicable to this

addendum is included to incorporate clause 52.219-6, Notice of Total
Small Business Set-Aside. A combined Site Visit and Pre-proposal
Conference will be held at Fort Bragg, North Carolina on 11 Feb 99,
starting at 10:00 A.M. (EST) at the Fort Bragg Transition Office, Bldg
4, 2817 Reilly Road, Fort Bragg, NC 28307. Only offerors attending the
pre-proposal conference may submit an offer. Offers are due on February
19, 1999 at 12:00 pm CST. Offers must be mailed to MEDCOM Contracting
Center, ATTN MCAA-C-MST (Mr. Young), Bldg 4196, 2107 17th Street, Fort
Sam Houston, TX 78234- 5015. Offers must provide as a minimum: (1)
solicitation number; (2) name and address, point of contact and
telephone number of the offeror; (3) price; (4) a complete copy of
representations and certifications; (5) sufficient technical literature
and description (quality control plan, past performance information,
qualifications and experience of key personnel, Critical Path Method of
the work) to allow the Contracting Officer to evaluate conformance with
the technical requirements as well as evaluate the offer's past
performance qualifications. Oral presentations will be conducted on
February 25, 1999 at Fort Bragg, NC, time and building to be
determined. The period of performance is on or about March 15, 1999 to
on or about November 1, 1999. The award date is within 30 days from
