The National Park Service intends to enter into a Firm Fixed Price contract for Dam Safety Repairs consisting of 4 earth fill embankment dams ranging in height from 6.5 to 20 feet, overflow spillways and one outlet work replacement. These dams are located within the Delaware Water Gap National Recreation Area, Bushkill, Pennsylvania for Pickeral Lake, Whitsell Lake, Egypt Mill Pond, and Hidden Lake Dams. This procurement will involve the use of source selection procedures. The technical criteria is as follows: 1. Past Experience (40%) -- provide a history of contracts and supporting documentation of past success with corporate management of earthwork and reinforced concrete construction projects similar in planning methodology, construction techniques and quality control tolerances as that required within the solicitation specifications a) Description of Project: owner, project size, dollar value; b) Method of contracting: government, private sector, prime, sucontractor, joint venture; c) Samples ofability to complete a complex project within the short 4 month construction period identified for this project. 2) Key Personnel and Equipment (25%) -- Identify key personnel and equipment that will be used. Demonstrate that personnel have adequate experience and performance; a) Project managers, site superintendents, foremen, safety representatives and quality assurance personnel; title, job description and resume or data sheet. b) Equipment list: model numbers, quantities. Demonstrate adequate availability. 3. Technical Plans for Construction (35%) -- Provide a comprehensive description of the proposed approach to accomplishing the work within the four (4) month construction period: a) technical work plan and proposed construction sequences; b) Schedule: bar charts produced using CPM methodology showing start dates, end dates, duration, critical path and milestones. Demonstrate the incorporation of work plan elements, submitals and permits. C) Additional Plans: outline proposed methods of addressing Environmental and Social constraints as identified in the solicitation: erosion control, work site disturbance limits, dust control, traffic control and noise abatement. The estimated cost is between $500,000 and $1,000,000. The time of performance is a mandatory four (4) months beginning 1 May 1999. Subcontracting Plan is required.
