The U.S Army Special Operations Command intends to issue a solicitation for Indefinite Delivery Indefinite Quantity (IDIQ) delivery orders on Basic Ordering Agreement (BOA) USZA95-97-G-0001 on a a firm-fixed-price basis with ITT for a minimum of 1 and a maximum of 36 High Power Remote Transmitters (HPRT). Standard Industrial Classification (SIC) Code applicable to this acquisition is 3662. The size standard is 500. The RFP will be issued no later than 17 Feb 1999 with closing date 26 May 1998. Initial testing revealed a need to amplify the forward output signals of both the AN/ALQ-136(V)2 and AN/ALQ-162(V)2 pulse and continuous wave jammers for the MH-47E and MH-60K aircraft. Subsequent flight testing confirmed engineering analysis that adding an HPRT allows effective jamming. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The intended source is ITT Avionics, 100 Kingsland Road, Clifton, NJ. ITT is the actual manufacturer and possess necessary engineering expertise and technical data to provide the HPRT in a timely manner. Interested persons may identify themselves to the contracting officer. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is not a request for competitive proposals.
