maria.martin@fema.gov. This is a combined synopsis/solicitation for
purchase of a yard tractor in accordance with the format in FAR Subpart
12.6 and supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; offers are
being requested and a written solicitation will not be issued. The
solicitation number is EMV-1999-RQ-0011. The solicitation is issued as
a Request for Quotes (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-09. This procurement is a small business set-aside. The
SIC Code applicable to this RFQ is 3537. The small business size
standard is 750 employees. The Federal Emergency Management Agency
proposes to procure a yard tractor for efficient movement of trailers

specifications are considered mandatory and must be met by an offeror's
product in order for the product to be considered. Failure to meet any
of the above specifications will eliminate that particular product
from further consideration. DELIVERY REQUIREMENTS: The tractor shall be
delivered to FEMA Territory Logistics Center- East, 4991 N 18th St.,
Bldg. 607 Fort Gillem, Forest Park, Georgia, 30297. Expedite Delivery.
Contractor to provide best delivery schedule. The Government's minimum
delivery schedule is 30 days of ARO. The Government will accept and
inspect the unit at their Territory Logistics Center in Forest Park,
Georgia. DESCRIPTIVE LITERATURE: Contractor to provide descriptive
literature of proposed make and model to be furnished in accordance
with FAR Clause 52.212-1 "Instructions to Offerors -- Commercial Items"
section b(f). Failure of an offeror to submit descriptive literature
for a proposed "or equal" product will result in that product being
rejected from further consideration. Further, descriptive literature
which fails to show that the proposed product(s) complies with the
requirements stated above will result in the rejection of that
product(s). EVALUATION INFORMATION: The Government will award a
contract resulting from this solicitation to the responsible offeror
whose quote conforming to the solicitation will be most advantageous to
the Government, price and other factors considered. Contractor must
meet all the requirements detailed within this solicitation. Price is
of greater importance when compared to technical. Proposal Preparation
Instructions: The provision at 52.212-1, Instructions to Offerors --
Commercial Items, applies to this acquisition. Offerors shall provide
a firm fixed-price for Item 001: Quantity of One (1) Ottawa -- Commando
30 Yard Tractor. Shipping charges, if any, must be added as a separate
line item. Successful contractor must meet all the responsibility
requirements of Subpart 9.1 of the Federal Acquisition Regulation
(FAR). A written notice of award or acceptance of offer, mailed or
otherwise furnished to the successful offeror, shall result in a
binding contract without further action by either party. Offerors are
to include a completed copy of the provision at 52.212-3, Offeror
Representations and Certifications-Commercial Items, with their
