Keider@eglin.af.mil. Sources are sought for the Weapon Effectiveness
Evaluation Program (WEEP) to provide Research and Development for both
methodology, and algorithm development support to the United States
Air Force Research Laboratory Munitions Directorate's Lethality and
Vulnerability Assessment Branch (AFRL/MNAL). The primary goal of
AFRL/MNAL is to enhance the state of the art in terms of modeling,
simulation, and software architecture development as it relates to
qualifying conventional weapon interactions with all types of targets,
to include hardened and deeply buried targets, fixed soft targets, and
targets containing Weapons of Mass Destruction (WMD). Firms with
research and development resources are required for WEEP with expertise
in one or more of the following key areas of interest: 1) penetration
phenomenology; 2) blast and shock dynamics; 3) fragmentation and
combined effects (e.g. blast & fragmentation); 4) source
characterization for targets containing WMD materials; 5) internal
transport and dispersion modeling of WMD materials; 6) chemical and
biological agent neutralization; 7) advanced algorithm development and
integration, multiple application programming interface development,
and software reliability and maintainability; 8) novel kill mechanisms,
and 9) visualization and representation of complex geometries. Highly
qualified scientists and engineers in several very specialized areas
are required to accomplish the performance and schedule goals of WEEP.
Interested firms must also have the capability to handle and store
documents, software, and test articles up to the classification of
Secret to meet AFRL/MNAL's objectives for this program. The period of
performance for this effort is anticipated to be five years. We
anticipate multiple contract awards for WEEP with one or more of the
above key technology areas awarded per contract. There will be no
duplication of award of the nine key technology areas of work between
contractors. Work will commence under each contract by issue of task
orders. At this time we are requesting information packages from
potential sources on their capability to perform research and
development in one or more of the above key areas of interest. Firms
having applicable interest, capability, and background should submit
particulars in accordance with Numbered Note 25 to AFRL/MNK, Attention:
Judie Jacobson, Building 13, 101 West Eglin Boulevard, Suite 337, Eglin
AFB, FL 32542-6810. Firms will be evaluated on their experience,
personnel, and facilities. Responses to this synopsis must be received
within 15 days from the date of the synopsis publication. Respondents
to this notice will not be notified of the results of the evaluation
of information submitted. This synopsis is for information and planning
purposes only. It does not constitute an IFB or RFP, and is not to be
construed as a commitment by the Government. Firms responding to this
synopsis should state whether they are or are not a small business
concern or a small disadvantaged business concern as defined in FAR
52.219-1 for SIC Code 8731, 500 people. The Air Force reserves the
right to consider a small business set-aside based on responses hereto.
It has been determined that foreign contractors are prohibited from
participation. An Ombudsman has been appointed to hear serious concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. Routine or administrative questions should
be directed to the Contracting Officer or Program Manager. The
Ombudsman does not diminish the authority of the program director or
Contracting Officer, but communicates Contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. Potential offerors are
