The Volpe Center plans to procure through simplified acquisition procedures a CD ROM Regulatory Database License, for Environmental Regulations and subscribe to service for workstation, internet and intranet environments at a specified unit price which will include the Volpe Center and the Federal Aviation Administration (FAA) establishments nationwide. The contractor must be able to provide monthly updates for the following publications: CFR, State Statutes, State environmental health and safety regulation -- including Puerto Rico and DC, EPA guidance Document, OSHA Supplemental Publications, NIOSH Publications and the Military Publication database which includes Air Force, standards, Navy regulations, Department of Defense, Corps of Engineers and Army Regulations. The contractor will also be required to submit a weekly newsletter covering the environmental and safety regulation changes in the Federal Register and in all 50 states and Puerto Rico. All services must be commercially available and ready for delivery in CD ROM, Internet and Intranet environments. Small Business firms classified under SIC Code 7372 that are interested in proposing on this requirement must register in accordance with the instructions cited below. Quotation issuance will be on or about February 17, 1999. A single award will result from this solicitation. Telephone requests will not be accepted. The Department of Transportation (DOT) has a bond ing assistance program available, which enables minority, women and disadvantaged business enterprise firms to obtain bid, payment, and performance bonds with a guarantee up to 80 percent against losses.
