The Federal Highway Administration (FHWA) plans to negotiate a Purchase Order with Starodub, Inc., to conduct a study entitled "Equation Shell Application 3." The objective of this study is to identify and locate traffic signs using the equation shell software and algorithms developed by Dr. Nicolas Gagarin of Starodub, Inc. Dr. Nicolas Gagarin created and developed the algorithms and software required for this project, therefore, he is uniquely qualified and the only known source that can perform this study.
