synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation is issued as a
Request for Quotation (RFQ). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-6. This is a sole source requirement IAW FAR 6.302-1. This
RFQ has the following line item: PROMULA FORTRAN to C Translator
Portation Site License for Sun Solaris Platform to include unlimited
number of users/CPUs, PROMULA to C Translator software and manuals,
source code for the PROMULA FORTRAN Runtime Library, and six months of
software maintenance and user support. Also require annual software
maintenance for above for one year (optional, after the first six
months of free support). Delivery required NLT12 Mar 99, delivery to
NAIC/SCXA. The following clauses and provisions apply: FAR 52.212-1,
52.212-3 shall be included with any offer, as well as 52.212-4 and
52.212-5. WPAFB intends to award to PROMULA Development Corporation,
3620 N. High St., Suite 301, Columbus, OH 43214- 3611. WPAFB P.O.C.

issue/response date will be 12 FEB 1999. The anticipated award date
will be 12 MAR 1999. Written procedure will be used for this
solicitation. No telephone requests. Only written or faxed requests
received directly from the requestor are acceptable. All responsible
sources solicited may submit a bid, proposal, or quotation which shall
be considered. Authority: 10 U.S.C. 2304(C)(1), Justification:
Supplies (or Services) required are available from only one or a
limited number of responsible source(s) and no other type of supplies
or services will satisfy agency requirements. Mr. Stephen J. Plaisted
has been appointed as Ombudsman to hear concerns from offerors, or
potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of an Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombudsman does
not participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
matters on individual solicitations, please contact the buyer at the
