of Treasury, Financial Management Service (FMS), has a requirement for
project advisor support for any or all phases or stages of systems
development life cycle, including planning, analysis, system design,
testing, and implementation of a new automated system(s) to modernize
the Federal Government's central financial management system. Functions
include: facilitation, preparation, participation, conducting meetings
and briefings to senior officials and representatives from FMS,
Treasury, OMB, GAO, Federal Program Agencies (FPA's), Chief Financial
Officers Council, and the Federal Reserve. The project advisor shall
possess in-depth technical experience in system development life cycle
activities pertaining to information resource management, project
management, information engineering, advanced technologies, different
infrastructures, PC/mini, mainframe, web/Internet, client/server. An
Indefinite Delivery/Indefinite Quantity type contract with task orders
issued on a labor hour, firm-fixed price, and cost-plus-fixed fee
completion type basis is anticipated. The contract will consist of a
base period with four one-year option periods. This is a 100 percent
small busines set-aside. Proposals will be solicited from eligible
small businesses. The Standard Industrial Classification Code is 7373
and the size standard is $18 million. The Request for Proposals (RFP)
will not be forwarded, accepted, or received via facsimile. Interested
