The 11th Contracting Squadron/LGCB is conducting market research to seek qualified sources capable of providing management services as a prime contractor for databases, hardware, software of computer systems. If Government performance is determined to be more economical, the solicitation will be canceled and no contract will be awarded. All sources capable of providing these services are being sought. In addition to the information provided below entitled "Capabilities Package", responding parties must also indicate their size status in relation to the applicable Standard Industrial Classification (SIC) Code 8742. Only companies, including their affiliates, with an average annual receipt of $20,000,000.00 or less during the last three (3) completed fiscal years are considered small. Sources with 8(a) status or otherwise classified as small disadvantaged business would state so accordingly in their mode of operation i.e., continued performance by government employees or by a contract performed by a commercial entity. Anticipated value of future work is between $100,000 -- $300,000 annually over the next five years. This requirement will cover a wide range of functions required to provide secure, stable, and reliable database systems to/from other military Air Force sites while focusing on quality practices. Functional areas included in the study are: a) Assure the accuracy of DB2 database tables on an IBM mainframe; b) Work with several interface partners on data sent/received; c) Produce periodic and ad hoc products (queries, reports, and extracts; d) Train approximately 10 new users per year on how to update database and obtain queries/reports/extracts and assist approximately 30 other users as needed e) Submit changes/problem reports to software support staff and test/evaluate software changes; f) Monitor operation of a minicomputer and report problems to maintenance contractor; g) Run Informix database applications on minicomputer, which include extracting data from the DB2 tables on the mainframe; h) Monitor/fix Microsoft Access driver connections from approximately 40 users personal computers to mainframe database; i) Develop unit unique Microsoft Access applications; j) Safeguard classified information and monitor office security; k) Provide software support staff and test/evaluate software; and l) Provide general administrative support. Travel may be required to resolve data management problems with interface partners. Any information submitted is voluntary. The Government will not pay for any information that is submitted in response to this SOURCES SOUGHT request. Interested small businesses are required to submit a Statement of Capabilities (SOC) demonstrating: 1) ability to manage the services, description of past performance on previous contracts, dollar value of each contract, number of employees for each, the types and range of skills of employees for each, and point of contact and telephone numberof the contracting activity for each contract; 2) financial capability to support an estimated six figure annual payroll; 3) and a capability statement, including summary of relevant performance history (with points of contact and applicable telephone numbers, FAX numbers, addresses and email addresses, if available) within the past three years. This requirement will cover multiple functions listed in descending order of magnitude of work effort, consisting of TOP SECRET classification level. Respondents who submit proprietary data shall clearly mark the data with appropriate markings.
