D -- INTEGRATED HUMAN RESOURCES SYSTEM DUE 021199 POC Delores Crank, Contract specialist, 202-942-3541 DESC: FDIC is seeking sources to indicate interest in providing a Commercial-off-the-shelf (COTS) Integrated Human Resources Information System. The system must support Federal personnel practices and regulations and should allow for customization to meet FDIC unique requirements and for inclusion of enhancements to accommodate new HR initiatives. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The purpose of this notice is to develop a list of qualified firms who can provide an integrated COTS package to meet the FDIC's needs. Companies are invited to submit a conceptual approach that accomplishes the FDIC's goals and to provide complete information discussing the following qualifications and experiences. (1) Experience in providing and installing a major/federal integrated HR COTS package which supports 7,000 + employees, incorporates Federal rules and regulations, and supports customization and enhancement; Examples of the products provided by your company that are currently being used by the Federal Government are highly desirable. (2) Experience in providing ongoing support and maintenance for an integrated HR COTS package; and (3) Specific information on how your proposed integrated HR COTS package can satisfy FDIC requirements. If your firm is interested in responding to this announcement please respond by requesting more specific information on FDICs' requirements and the format required for response. FDIC will then provide responding firms with its requirements document and the format for submission of a response. BACKGROUND: The FDIC Technical Environment consists of multiple platforms, e.g., centralized mainframe, centralized and distributed client/server, multi-tiered architecture, PCs and laptops, with a private wide area network and 300 + local area networks. The mainframe environment includes a large scale IBM processor running the OS390 Operating System and using DB2 4.0 as the DBMS. The LAN environment runs on Windows NT 4.0 and the standard desktop configuration is Windows 95 and Microsoft Office Suite. Microsoft SQL Server 6.5 is the database software running on the LAN. The messaging environment is based upon Exchange 4.0 with Microsoft Outlook as the workstation client. The FDIC security software includes ACF2 on the mainframe, Windows NT security on the LAN, Entrust for Public Key and encryption, and Secure Socket Language for encryption on the Extranet. REQUIREMENTS: The COTS software must support all Federal rules and regulations regarding personnel practices, leave laws, and all Federal human resources initiatives -- in addition to FDIC specific rules and regulations. Features supported should include the automation of personnel action administration (such as the SF 52/50 process), position management, recruitment and staffing, vacancy announcement tracking, labor management, employee relations, compensation and benefits administration, workforce development administration, performance management, time and labor, classification management, and internal and external reporting capabilities. Additional features to support workforce development/training should include automating corporate training administration, maintaining the corporate training center, tracking employee training history, tracking accommodations for training, and the collection and tracking of classroom training evaluations. The system must incorporate workflow technology to streamline business processes and automate administrative tasks. If a functional component is not provided by the COTS, then it should be possible to link to an existing system or to customize the software to provide this functionality. The system must run in the FDIC's standard Technical Environment, be year 2000 compliant, and accessible at employee workstations (including the mobile workforce which uses laptop computers). The software must utilize WEB technology, encrypted transmission and supporting hardware, provide a Personnel/Payroll interface to the FDIC servicer (the National Finance Center), and enable sharing of HR data between all FDIC Regional Offices and the FDIC Headquarters office. Web-enabled applications should easily plug into the existing corporate intranet, be accessible using a standard web browser, and not require installation of applications on the user desktop. Web applets for standard business processes should be included. The system should be compatible with a variety of platforms and provide reliable performance in either a two-tier or three-tier environment, and have the capability to integrate Electronic Data interchange (EDI), Intranets, Interactive Voice Response, Workflow, and other technologies. Applications should use on-line analytical processing (OLAP) tools to assist managers in generating reports and analyzing business information. The system needs to provide integrated support, online reference, information, advice, and learning experiences, with the goal of enabling users to perform tasks "from day one" with little or no support from external sources. Firms responding to this announcement which fail to provide the required information may not be considered for inclusion into any resulting source list. Facsimile and telephone responses will not be accepted. Vendors that have previously responded to an RFI issued in July of 1998 may choose to not re-submit information if their software has not changed during this timeframe.
