ONLY. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. The 11th
Contracting Squadron/LGCB is conducting market research to seek
qualified sources capable of providing maintenance and training
functions for aerospace physiology facilities as a prime contractor
under OMB Circular No. A-76, "Direct Conversion." This is part of a
Government cost comparison to determine whether accomplishing the
specified work under contract or by Government performance is more
economical. If Government performance is determined to be more
economical, the solicitation will be canceled and no contract will be
awarded. All sources capable of providing these services are being
sought. In addition to the information provided below entitled
"Capabilities Package"; responding parties must also indicate their
size status in relation to the applicable Standard Industrial
Classification (SIC) Code 8744. Sources with 8(a) status or otherwise
classified as small disadvantaged business would state so accordingly
in their mode of operation i.e., continued performance by government
employees or by a contract performed by a commercial entity. This
requirement will cover a wide range of functions required to operate
and maintain aerospace physiology devices including altitude chambers,
training people in aircraft pressurization, night vision, emergency
first aid, oxygen equipment, parasail operations, and emergency escape
from aircraft. This is an Air Force wide study concentrating on
overall management while focusing on quality practices. Functional
areas included in the study are: a) Plans and conducts aerospace
physiology activities; b) Conducts training and testing with aerospace
physiology devices; c) Instructs in aerospace physiology program; d)
Prepares and maintains training and chamber use records; f) Maintains
and performs simple maintenance on low-pressure chambers, pumps,
hyperbaric treatment chambers, interphone equipment, ejection seats,
oxygen equipment, and other physiological training devices; g) Performs
technical aerospace physiology functions; and h) Performs general
administration functions. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.
Any information submitted is voluntary. The Government will not pay for
any information that is submitted in response to this SOURCES SOUGHT
request. Interested businesses are required to submit a Statement of
Capabilities (SOC) demonstrating: 1) ability to manage the services,
description of past performance on previous contracts, dollar value of
each contract, number of employees for each, the types and range of
skills of employees for each, and point of contact and telephone number
of the contracting activity for each contract; 2) financial capability
to support an estimated seven figure annual payroll; 3) and a
capability statement, including summary of relevant performance history
(with points of contact and applicable telephone numbers, FAX numbers,
addresses and email addresses, if available) within the past three
years. The total manpower authorizations for all functions included in
this study is 83. This is provided for information purposes only and
is not to be construed as the Government's manpower requirement.
Respondents who submit proprietary data shall clearly mark the data
with appropriate markings. Interested businesses are required to submit
their written statement of capabilities to 11th Contracting
