Furnish all labor, material, and equipment for demolition, breakup, and removal of 6 to 8 inches of reinforced concrete. The extent of the reinforced steel is unknown. Concrete will become the property of the contractor for the purpose of recycling; all concrete debris will become the property of the contractor and will be removed from Patrick AFB. The contractor will be required to return the grade of the excavated site to a level condition and broadcast Bahia seed over each site after demolition and grading. An Indefinite-delivery-indefinite-quantity (IDIQ) type contract is contemplated with a one-year period of performance. The minimum guaranteed amount is 8,300 tons of reinforced concrete. The maximum amount will be 50,000 tons. The following significant evaluation factors must be submitted with the contractor's proposal: (1) Technical proposal and written plan of intent including disposition/recycling method; (2) proposed siting of the crushing plant (preferably off of Patrick AFB); (3) detailed work plan and list of equipment to be used; (4) environmental considerations to include all plans, procedures, permits, and silt fences for meeting all environmental compliance conditions and pollution controls; (5) past performance, and (6) price (to be paid to the government by the contractor).
