COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 4,1999 PSA#227642 -- SUBMARINE ESCAPE AND IMMERSION EQUIPMENT (S.E.I.E.) This
announcement is issued under the requirements of the Trade Agreements
Act of 1979. The Naval Regional Contracting Center Detachment London
intends to procure S.E.I.E. Mark 10, NATO Stock Number 4220-99-199-0468
(VSD 04/98) on a sole source basis from Beaufort Air-Sea Equipment
Limited, Birkenhead, Merseyside, United Kingdom, with total estimated
quantities of 12,000 units through FY 05. This procurement was
identified under the Naval Sea Systems Command Foreign Comparative Test
(FCT) Program and is a direct result of an approved FY 97 Candidate
Nomination Proposal and previous source sought announcement in the
Commerce Business Daily on 11 FEB 97 to determine the existence of
interested sources, both foreign and domestic, that have developed
commercial off-the-shelf (COTS) or a Non-Development Item (NDI) which
is ready for operational evaluation and has in-service usage data
available. The S.E.I.E. is used by a submariner to escape from a
disabled submarine (up to 600 feet below the water) and survive on the
surface for up to 24 hours. The system includes the escape suit, inner
thermal suit and a single seat life raft all packaged as an
air-extracted unit stowed on-board the submarine. SEE NUMBERED Note 22.
