DESC: The Navy seeks to identify responsible sources and obtain
information in regard to privatization of utility systems in accordance
with 10 USC 2688, "Utility Systems: Conveyance Authority." Naval
Surface Weapons Center in Dahlgren, Virginia is seeking interest and
information specifically for the privatization of the water and
wastewater utility systems. The resulting privatization will include
assumption of ownership, operation, and maintenance, and obligation to
continue the service for an indefinite and ongoing period. Should
privatization result, the ownership of the entire utility plant and/or
distribution system, including all operating responsibility shall
transfer to a regional or municipal utility or to a private company.
All responsibility for maintaining reliable service, including such
items as environmental compliance, maintenance costs, major system
renovations, construction, equipment, manpower, and overhead costs
shall become the utility provider's responsibility. It is intended that
privatization will reduce the Navy's life cycle costs. The following is
provided only to give an approximation of the size and general
description of the system. Any numbers may only be estimates for this
purpose. Potable Water System Potable water is supplied by 3 deep wells
that have a combined capacity of 1,200 gallons per minute (gpm).
Treatment of the water consists only of adding chlorine. Consumption
averages 500,000 gallons per day. The Navy's distribution system
consists of one booster pump station, approximately 70,500 feet of pipe
up to 16-inches in diameter, four 100,000 gallon elevated storage tanks
and one 300,000 gallon ground level storage tank. The majority of the
system is a combined potable and fire protection system. A small water
supply, treatment, and distribution system is located at a site named
Pumpkin Neck. The Pumpkin Neck site is located approximately 5 miles
away from the main base. Wastewater System Wastewater is treated at an
activated sludge treatment plant that has a capacity of .72 MGD.
Wastewater effluent is discharged to the upper Machodoc Creek. Sludge
that has been dewatered and lime stabilized is disposed of at the King
George County Landfill. The Navy's collection system consists of
approximately 48,000 feet of pipe up to 16-inches in diameter and
twenty-nine lift stations. Wastewater treatment plant flows are as
follows: 0.25-0.3 MGD, dry weather flow and 0.45-0.6 MGD, wet weather
flow. A small collection and treatment system is located at a site
named Pumpkin Neck. The Pumpkin Neck site is located approximately 5
miles away from the main base. This request for information is a
required component of a complete and systematic process to evaluate
interested parties under the Department of the Navy's utilities
privatization program. In order to minimize costs both to potentially
interested parties and the government, this notice is being issued to
determine the interest and feasibility of proceeding with a formal
request for proposals. Should insufficient credible interest be
identified for a privatization action, it is highly likely that no
formal solicitation will be issued. SHOULD INTEREST BE DETERMINED
SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING.
Interested parties should provide a statement of interest on company
letterhead (not to exceed 20 pages in length, printed on one side only,
and double-spaced) on 03/23/99. The statement shall include as a
minimum the following criteria: (1) capability and experience in the
ownership operation and maintenance of similar systems; (2) financial
capacity to purchase, expand, and operate a utility system; (3) a
statement showing its understanding of an obligation to provide
continuous utility service; (4) understanding of any applicable state
or local utility law or franchise requirements, and capability of
complying with such requirements; (5) understanding of the federal,
state, and local environmental laws and regulations and its familiarity
and experience with environmental compliance procedures and regulations
for the state of Virginia and US Environmental Protection Agency,
Region 3. The Government does not intend to issue a conveyance document
on the basis of this announcement or otherwise pay for the information
solicited. It should be noted that individual RFIs for different
utility systems may be issued in the same time frame. A separate
response to each RFI is required. A one-day site visit will be held on
03/09/99 at 1000, interested parties report to building #182. The
point of contact concerning the site visit is Mr. Jeff Johnson, (540)
653-7205. It is required that interested parties RSVP with Mr. Johnson
one week prior to the site visit and limit the number of persons
