The Government is seeking potential sources interested in the privatization of the of the U. S. Army owned Potable Water Treatment and Distribution System and Wastewater Treatment and Collection System located in Fort A. P. Hill, VA. Privatization is defined as the transfer of ownership, responsibility, investments, upgrades, plant replacement, continued operation and maintenance of the Army-owned system to the non-Department of Defense sector. The scope of this initiative involves the purchase, ownership, maintenance and operation of: POTABLE WATER TREATMENT AND DISTRIBUTION SYSTEM: Ft. A. P. Hill currently owns and operates its own potable water supply, treatment and distribution system. This system is not connected to the Town of Bowling Green's potable water distribution facilities, which is the closest municipally owned water system to the Installation. (There is no other municipal, county or private potable water or wastewater systems within reasonable proximity to the Post.) The potable water utility system consists of 36 wells, 20 water tanks, 49.4 miles of water mains, 432 main values, 27 air release valves and 183 water hydrants. The Post's 260,800 feet of water pipes range in size from 2 to 24 inches. There are 35 active wells, which have a combined flow of 3,713 gallons per minute. The 20 water tanks have a combined capacity of 2.1 MG. WASTEWATER TREATEMENT AND COLLECTION SYSTEM: Ft. A. P. Hill currently owns and operates its own wastewater treatment and collection system. This system is not connected to the Town of Bowling Green's wastewater utility facilities, which is the closest municipally owned water system to the Installation. The Post's current annual wastewater requirements is 42.9 MG. The wastewater utility system consists of 22 lift stations, 7 treatment plants, 401 manholes, 55 air release valves and 30.5 miles of underground mains and pipes. The Post's 161,160 feet of wastewater collection mains and pipes range in size from less than 4 inches to 12 inches. One plant has complete treatment capability. The other six plants use lagoon treatment. RESPONSE: Respondents are requested to submit letters of interest for this potential acquisition to the Program Manager, Edward M. Rutherford by March 8, 1999. Letters of interest shall include a brief company profile and experience statement demonstrating experience in owning/operating/maintaining these type of utility systems.
