Wills, Contracting Officer, 202-324-5993 The Federal Bureau of
Investigation (FBI), Practical Application Unit, has a requirement to
acquire the services of Role Players. The contractor shall provide a
minimum of sixty (60) role players, seventy (70) percent men/ thirty
(30) percent women all from various ethnic groups to participate in
Practical Exercise Training for FBI New Agents, DEA, National Academy,
and others as may be determined by the FBI. The responsibilities of
the Role Players shall be as follows: 1. Memorize and perform script in
a short period of time (30 minutes); 2. Improvising actions and script
when necessary but remaining consistent. 3. Participated in outdoor
role playing in all weather conditions including but not limited to
ice, snow, rain, etc.; 4. Fifty (50) percent of the Role players shall
be able to be handcuffed by students including kneeling, proning,
walking back on their knees, etc. These fifty (50) percent shall have
no physical deficiencies i.e bad shoulders, knees, wrists that would
prohibit handcuffing; 5. Twenty (20) percent of the role players shall
participate in paint gun exercises; 6. The place of performance is
located at Hogan's Alley Training Complex at the FBI Academy, Quantico,
Virginia. Role players shall work various shifts as early as 7:30 am
and as late as 6:00 pm including some evening hours as late as 10:30pm
and occasional weekends. Role players shall be eighteen years of age
or older and possess a high school diploma or GED equivalent. Role
players shall have a valid driver's license and a good driving record.
Security Clearance: Each role player applicant prior to access to the
FBI Academy will go through a security background check. If approved,
the role player will have escorted access clearance in the FBI
Academy. This is 100% small business set-aside. A requirements type
contract is contemplated. The Standard Industrialized Classification
(SIC) Code is 7929. The small business size standard is $5.0 million
average annual receipts for the previous three (3) fiscal years. The
period of performance will be for a base year and four (4) option
years. Proposals shall be due thirty (30) days after the release of the
RFP. All interested, responsible parties may submit a written request
