intends to negotiate a one-time, sole source firm-fixed price contract
with General Motors of Canada, Ltd., London, Ontario, Canada, for the
purchase of a Diesel Division/General Motors (DDGM), Light Armored
Vehicle (LAV) I, Type II, Serial Number DDGM06. Specifications for the
LAV consists of, but are not limited to: A) Performance Mobility; 1)
sustain highway speed of 62 MPH; 2) maximum grade ability of 60%; 3)
maximum side slope ability of 30%; 4) vertical step ability of 19.7
inches; 5) trench crossing ability of 68 inches; 6) range on one fuel
load of 400 miles; and 7) shallow fording, without preparation, of
water 4 feet deep: B) Suspension-shall have an eight-wheel independent
suspension: C) Drive Train-shall be provided by a liquid-cooled diesel
engine the same as or equal to the Detroit Diesel 6V53T: D) Brake
Systems-primary vehicle braking shall be accomplished via an air over
hydraulic system and an engine brake system, i.e. Jacob's Brake, shall
be incorporated: E) Hydraulic System-may be utilized to power
supplemental systems: F) Electrical System-1) external lights shall be
compatible for use on U.S. Highways; 2) Internal lighting shall be
switched for either white light or red/blue "blackout" lighting; and,
3) Vehicle driver's compartment shall be wired for and able to mount
the M17 Night Vision Periscope: G) Fire Suppression System-shall be
provided to quench fire in the crew and/or engine compartments: H)
Communications System-shall be provided with an AM-7162 Audio Amplifier
as well as C11133 Intercom Control Boxes: and, I) Delivery shall be
within 45 days from date of award. Based on market research, it has
been determined that General Motors of Canada, Ltd., has available, on
inventory, an LAV I that will meet the FBI's requirements. This notice
of intent is not a request for competitive proposals. However,
interested parties may identify their interests and capability to
respond to this requirement or submit proposals to this office by 3:00
PM, EST, 2/16/99. Information received will be considered solely for
the purpose of determining whether to conduct a competitive
procurement. This contract will be awarded as a commercial item in
accordance with the Federal Acquisition Regulation, Subpart 12.6. The
North American Industry Classification System code is 42111 (which
replaces the Standard Industrial Classification code of 5012), and the
size standard is 100 employees. An award will be made on 2/18/99.
