The U.S. Army Communications Electronics Command (CECOM) anticipates award to Raytheon Systems Company, St. Petersburg, FL of a modification to Contract No. DAAB07-97-C-J437 for the inclusion of the Direct Air to Satellite Relay (DASR) and Remote Relay (RR) functions to the JTT/CIBS-M in support of the Tactical Reconnaissance Intelligence Exchange Sysem (TRIXS) network . PM Signal Warefare has added the requirments for DASR/RR to the current TRIXS network and the JTT is required to support PM Signal Warfare's Guardrail Common Sensor program. This procurement must be scheduled to maintain pace with the planned delivery of CIBS-M and this engineering effort needs to be completed before 30 June 2000. Award is made per FAR 6.302-1(b)(1), "Only One Responsible Source." Currently, the only fielded equipment in DoD that operates on the TRIXS network is the Commanders' Tacitcal Terminal (CTT) family of equipment that will eventually be replaced by the JTT. Only Raytheon Systems Company, the developer and primecontractor of the CTT family of equipment, and now the JTT, can provide this capability. The Government does not possess technical documentation that has been verified and validated as suitable for competition for the Remote Relay and DASR TRIXS functions. The Government does possess Performance Specifications that describe the operation of the CTT and JTT.
