APRIL 1, 1999 The Division of Cancer Prevention (DCP), National Cancer
Institute (NCI), National Institutes of Health (NIH), intends to
expand the existing Master Agreement (MA) pool for "Efficacy Studies of
Chemopreventive Agents in Animal Models". ALL MA HOLDERS ALREADY IN THE
EXISTING MA POOL NEED NOT RESPOND TO THIS ANNOUNCEMENT. Offerors
selected for award of a MA may be solicited to provide the adequate
capability and technical expertise to furnish all necessary services,
qualified personnel, materials, supplies and facilities to carry out
the order issued. Offerors should be capable of performing animal
cancer model studies to evaluate the efficacy of various designated
chemopreventive agents at several dose levels of models for
chemopreventive studies. This work to be performed shall identify
initial leads on designated agents and expand the data base range of
species. Individual work requirements (Master Agreement Orders (MAOs)
) will be issued during the period of performance and awarded based
upon competition among members of the MA Pool. The MA mechanism is a
pre qualification process to enable qualified sources to compete for
and perform future contracts which will be awarded based on Request for
Proposals (RFPs). The MA award is non-monetary and is exclusively for
the purpose of compiling a pool of contractors who are pre-qualified to
perform services for efficacy studies. The obligation of funds shall be
accomplished solely through the award of contracts (MAO). Any MA
awarded as a result of this solicitation will be in effect from the
effective date to December 31, 2002. This solicitation will be open for
the duration of the existing MA Pool with due dates for receipt for
proposals semi-annually, April 1 and November 1 (or the next business
day) of each year. All responsible sources meeting these criteria are
encouraged to submit a proposal and a sample requirement to be
considered by the NCI. The RFP may be accessed through the Research
