U.S. Department of Commerce, National Oceanic & Atmospheric
Administration (NOAA), Aeronomy Laboratory, intends to award a sole
source contract to Ohio University to characterize the contribution of
C2-C8 non-methane hydrocarbons (NMHCs) to local and regional oxidant
chemistry in the Nashville area as part of the Southern Oxidants Study
(SOS) Field Campaign. Estimates of radical concentrations are to be
made using measurements of C2-C8 non-methane hydrocarbons combined with
appropriate kinetic data. These measurements are to be made by direct
injection into a gas chromatograph with flame ionization detection
using cryogenic concentration at the Cornelia Fort Airport sampling
site. Atmospheric samples (averaged for 10-15 minutes) will be
collected at 10-meters above the surface for a period of six weeks.
This period will include extensive intercomparisons with other
researchers operating similar instrumentation. Samples will be
collected, once per hour, during both daytime and nighttime depending
upon the requirements of the experiment. Preliminary data are to be
made available within 48 hours of sample collection. Data
interpretation will include analysis of (1) incremental and HO
reactivity to determine potential for ozone production; (2) NMHC ratios
to estimate photochemical age and radical concentrations; (3) ozone
levels and alkene concentration trends to elucidate the role of ozone
and nitrate chemistry; (4) trends in levels of NMHCs and other trace
gases to estimate the contributions of different source types (forest,
mobile sources, etc.). The results of this effort will be published in
the peer-reviewed literature within two years of completion. This
procurement is being conducted per FAR Part 13, Simplified Acquisition
Procedures. This synopsis is issued for information only. No
competitive solicitation is planned. No award will be made on the basis
of requests in response to this notice. Information submitted in
response to this notice will be used solely to determine whether or not
use of competitive procedures to fulfill this requirement would be in
the Government's best interest and must address qualifications
