U.S. Department of Commerce, National Oceanic & Atmospheric
Administration (NOAA), Aeronomy Laboratory, intends to award a sole
source contract to Purdue University to perform measurements of
isoprene nitrates and oxygenated products of biogenic hydrocarbon
oxidation in the atmosphere at the Dickson, Tennessee monitoring site
as part of the Southern Oxidants Study Field Campaign to be conducted
in, and around, Nashville, TN during the summer of 1999. Atmospheric
concentrations of isoprene nitrates, isoprene, alpha-pinene,
beta-pinene, and aldehyde products of isoprene oxidation will be
determined at the Dickson, TN site utilizing a 10-meter tower for a
four-week period beginning June 15 1999. Isoprene nitrate measurements
will be conducted using a novel combination of Tenax
preconcentration/thermal desorption, followed by capillary gas
chromatography with luminol detection. High molecular weight carbonyl
compounds, e.g. nonanal, and terpenes, in particular a- and B-pinene,
will be measured using ion trap MS/MS, using a proton transfer CI
reagent gas, most likely either ethanol or H20. These measurements will
be analyzed, in combination with other measurements performed at the
same site to improve our understanding of the impact of isoprene
oxidation on the fate and lifetime of NOx in the atmosphere. The
measurement results and their interpretation will be published in the
peer-reviewed literature within two years. This procurement is being
conducted per FAR Part 13, Simplified Acquisition Procedures. This
synopsis is issued for information only. No competitive solicitation is
planned. No award will be made on the basis of requests in response to
this notice. Information submitted in response to this notice will be
used solely to determine whether or not use of competitive procedures
to fulfill this requirement would be in the Government's best interest
and must address qualifications pertinent to this requirement. Terms
