The Bayonne Local Redevelopment Authority (BLRA) desires to engage a consultant to assist the Authority in preparing an application for an Economic Development Conveyance (EDC) for submission to the United States Army for the Military Ocean Terminal, a BRAC 95 facility. The Terminal is a 437 acre (excluding water) logistics base licated in Bayonne, New Jersey. BLRA is the recognized Local Redevelopment Agency for MOTBY. It has submitted an amended redevelopment plan to the Army. This plan includes the following proposed uses: seaport; ship repair; office and light industrial; museum; recreational open space; and parkland. This plan assumes demolition of approximately 77 existing buildingsand econstruction of peninsula utilities. The target date for termination of the military mission is: 9/30/99; the target date for sale of the base to BLRA is 7/01; the target date for submission fo the EDC application is: 5/1/99. BLRA seeks assistance in development of the following components of the EDC application: job generation schedule; business operational plan; development timetable, phasing schedule; cashflow analysis; market analysis; project pro forma; estimated cost of infrastructure improvements; local investment and financing strategies; and a plan with respect to consideration for the sale. BLRA desires interested parties to submit a proposal no later than: February 22, 1999.
