The U.S. Environmental Protection Agency (U.S. EPA) has a requirement
for economic analyses and control strategy development for air
pollution control regulations support. This effort will be performed
within the context of the Clean Air Act (CAA) and related environmental
statutes; the Paperwork Reduction Act; the Unfunded Mandates and
Regulatory Reform Act; the Small Business Regulatory Fairness
Enforcement Act (SBRFEA), including Congressional Review Authority and
its amendments to the Regulatory Flexibility Act; and relevant
Executive Orders on devolution of Federal authority and guidance to the
States, distributional effects, and analyses of policy options,
including alternative legislation. The primary focus will be on
sections of the CAA dealing with, but not limited to, National Ambient
Air Quality Standards (NAAQS), New Source Performance Standards
(NSPS), Maximum Achievable Control Technology (MACT) Standards,
Volatile Organic Compound (VOC) rules (from section 183, Title I of the
Clean Air Act), New Source Review, Regional Haze, Federal Operating
Permit and Implementation Plan Rules. The support will primarily
include review of regulatory support information; development or
analyses of innovative regulatory strategies; preparation of profiles
of affected entities; control strategy analysis; economic impact
analysis; benefit analysis; information collection burden analyses;
developing, organizing, assembling and editing regulatory impact
analyses; revision of analyses, documentation, and summarizing public
comments; reviewing and/or developing control strategy, costs, economic
impact, and benefit analysis tools, techniques, and approaches;
developing analytical computer models; and providing data base support.
EPA anticipates the award of a cost-plus-fixed-fee level of effort
contract for a total of 90,000 labor hours consisting of a base
requirement of 6,000 and four twelve-month options of 6,000 labor hours
each. In addition, the contract allows for options to increase the
quantity of hours forthe base and four option periods by12,000 labor
hours in each period. SIC number 8732 applies with a size standard of
$5M in average annual receipts over the last three years. The
solicitation is expected to be issued approximately March 15, 1999 as
a full and open competition. Proposals will be due approximately 30
days after issuance of the solicitation. This is a partial follow-on to
contract number 68D40099 with Research Triangle Institute. The
solicitation and amendments will be available via the Internet World
Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to
access the solicitation and amendments via the Internet. If you obtain
a copy of the solicitation via the Internet, it will be your
responsibility to frequently check the same site where the solicitation
is posted for any amendments. Firms who do NOT have the capability to
obtain the solicitation from the Internet may submit a written request
for a diskette with the solicitation in WordPerfect 6.1 format from
the contact point atthe address above. However, only those firms who do
NOT have the capability to obtain the solicitation from the Internet
should request a copy of the diskette. Diskettes will not be sent to
those firms who have Internet access. If you request a diskette of the
solicitation, you will receive amendments by mail, unless you notify
us otherwise. Telephone and fax request will not be honored. Only one
copy shall be sent to a corporate entity, regardless of the number of
requests from one or more different geographic locations. A copy of the
preliminary source list will be posted along with the solicitation. All
responsible sources may submit a proposal which shall be considered by
