(FDF), Prime Contractor for the United States Department of Energy's
(DOE's) Fernald Environmental Management Project (FEMP), Fernald,
Hamilton/Butler County, Ohio, seeks information from QUALIFIED
SOURCE(s) on the availability for off-site treatment of approximately
6,800 m3 (8,890 yd3) of Atomic Energy Act (AEA) 11(e)(2) byproduct
material stored aboveground in Silos 1 and 2 at the Fernald Operable
Unit 4 (OU4). This announcement is not a request for proposal or
solicitation. This announcement is notification to determine the
availability of an existing off-site treatment facility(s) in support
of the revised Feasibility Study being developed under the
Comprehensive Environmental Response Compensation and Liability Act
(CERCLA) for Silos 1 and 2 material. The conceptual scope of this
announcement is limited to treatment facilities currently in operation
that provide either vitrification or chemical stabilization treatment
services. No other treatment methods are being considered.The
treatment facility needs to provide capacity for receiving and treating
approximately 6,800 m3 (8,890 yd3) of Silos 1 and 2 material within a
2- to 3-year operating period. The treatment facility must currently
possess documentation granting approval for treatment of CERCLA waste
in accordance with the United States Environmental Protection Agency
(U.S. EPA) Off-site Rule (40 CFR Part 300.440). A commercial treatment
facility must also currently possess a Nuclear Regulatory Commission
or Agreement State license, in good standing, that allows for receipt,
management, and treatment of 11(e)(2) byproduct material with key
radionuclide concentrations of 477,000 pCi/g Ra-226; 76,200 pCi/g
Th-230; 202,000 pCi/g Pb-210; and 281,000 pCi/g Po-210. A treatment
facility operated by the government or government contractor on
government property must currently possess a National Environmental
Protection Act (NEPA) Record of Decision (ROD) stating the treatment of
the Silos 1 and 2 material at this facility would be protective of
human health and the environment and that the public is supportive of
this determination. The results of the evaluation will be used to
determine the viability of treating Silos 1 and 2 material at an
off-site facility as part of the revised Feasibility Study for Silos 1
and 2, as the basis for the detailed analysis of alternatives and
ultimately, to support the CERCLA amended ROD. In developing the
original CERCLA ROD for OU4, a comprehensive characterization effort
was performed under CERCLA, as amended. Interested parties are invited
to review this information at the Public Environmental Information

Vendors shall respond to this announcement with the following
Information: 1) Provide a written description of the off-site treatment
facility and identify the waste stabilization method (vitrification or
chemical stabilization) by a block flow diagram that is utilized at
the Vendor's treatment facility. 2) Identify treatment capacity for
facility and demonstrate capability for receiving and completing
treatment of Silos 1 and 2 material within a 2 to 3-year period. 3)
Provide adequate documentation that the treatment facility has been
approved for treatment of CERCLA waste in accordance with the U.S. EPA
Off-site Rule (40 CFR Part 300.440). 4) Provide either a copy of the
treatment facility's current NRC or Agreement State license verifying
the ability to receive, manage, and treat the 11(e)(2) byproduct
material in Silos 1 and 2, if a commercial facility, or a copy of the
NEPA ROD verifying the facility would be protective of human health and
the environment and that the public supports this determination, if a
government or government contractor operated facility. 5) Interested
parties with vitrification or chemical stabilization facilities, who do
not satisfy the regulatory requirements (Items 3 and 4), may submit a
response for consideration by FDF which describes the regulatory
framework by which the intent of the CERCLA, NRC, and NEPA regulations
would be satisfied. Evaluation. FDF will evaluate responses and
determine whether off-site treatment should be carried forward in the
FS as a viable remediation option for Silos 1 and 2 material or
screened from further consideration. Expressions of interest must be
submitted in writing (original plus three (3) copies) with the required

pay for any costs incurred in the preparation and submission of data or
