DESCRIPTION: This solicitation for Unexploded Ordnance (UXO) is
set-aside 100% for small businesses. The SIC code is 8744 with a size
standard of 500 employees. The Government intends to award a
Cost-Plus-Award-Fee (CPAF), Indefinite Delivery/Indefinite Quantity
(IDIQ) type contract with a ceiling of $50 million. The contract term
will be a base year and four (4) one-year Option Periods. Contract
completion will occur when the ceiling is reached or at the end of the
last option period, whichever occurs first. Statement of Need. The
objective of this procurement is to obtain a wide range of services for
performing investigations and response actions at sites which
potentially contain unexploded ordnance (UXO) or ordnance related
materials. The Contractor shall provide all personnel, equipment,
materials, facilities, and management to perform multiple requests for
investigations and response. Performance of work may be required at
any site worldwide. The work may require capability to perform
large-scale multiple simultaneous requests for investigations and
response at multiple geographical locations worldwide. The Contractor
may also be required to mobilize for significant and unexpected surge
requirements on short-notice. The scope of work may include, but is not
limited to, the following activities for sites which potentially
contain UXO or ordnance related materials: (1) site assessment,
investigation (e.g. sampling and analysis), characterization (e.g. type
and extent); (2) assessment of explosive safety, human health, and
environmental risk; (3) evaluation, selection, and design of response
action alternatives; (4) evaluation and selection of detection
alternatives; (5) searching, detection, and positive identification of
UXO, ordnance related materials, or other contaminants; (6) removal,
certification, packaging, and storage of UXO, ordnance related
materials, or other contaminants; (7) transporting and disposal of UXO,
ordnance related materials, or other contaminants; (8) documentation of
response action results; and (9) recurring review of response action
sites. Ordnance related material includes, but is not limited to,
military munitions and other constituents that are released from
military munitions or UXO. Contaminants at the sites may include those
identified and regulated under CERCLA, RCRA, TSCA, SWDA, and POL. The
purpose of the work is to clear areas of UXO and other ordnance
related materials to the extent that is suitable for their intended
reuse purpose. The work will primarily be at Navy and Marine Corps
installations and other government agencies in the United States and
its territories; it is not expected that sites will be at active
military ranges. The sites may include Closed, Transferred, and
Transferring Military Ranges and sites ranked on the Superfund National
Priority List (NPL), as well as non-NPL sites and Base Realignment and
Closure (BRAC) sites regulated under the Comprehensive Environmental
Response, Compensation, and Liability Act (CERCLA), or the Resource
Conservation and Recovery Act (RCRA). The exact location of the
individual efforts will be designated on individual Contract Task
Orders. The investigations and response shall be performed in
accordance with applicable Federal, State, Department of Defense, and
local requirements. This will be a two-phase solicitation. The Phase I
evaluation factors are of equal importance, and are: (1) Corporate
Experience and Past Performance; (2) Key Program Management Personnel
and Other Personnel Resources; and (3) Financial and Management Systems
and Financial Capability. The Phase II evaluation factors are: (1)
Management and Technical Approach, which in aggregate is of less
importance than the aggregate of the Phase I factors, and (2)
Cost/Price. All evaluation factors other than Cost/Price, when
combined, are significantly more important than Cost/Price. The
importance of Cost/Price when performing the overall evaluation will
increase with the degree of equality of the proposals. A written
proposal will be the basis for the Phase I evaluation. An Oral
presentation will be the basis for the Phase II evaluation of
Management and Technical Approach, and a written proposal will be the
basis for the Phase II evaluation of Cost/Price. A maximum of three (3)
offerors will be selected to participate in Phase II. All offers shall
be evaluated against the established standards set forth above. NOTE:
This is an Internet-only solicitation. The Request for Proposal (RFP)
will be issued as an electronic bid set at
http://www.efdpac.navfac.navy.mil/Contracts/NURC.htm. The software
capability required to view the RFP and related documents is Microsoft
Office 97. No computer disk or paper copy of the solicitation will be
sent. It is the proposer's responsibility to access the website for
updates and changes to this solicitation. An RFP holders list will be
available at the website. Prospective contractors interested in
submitting a proposal for this solicitation must register on the
website and will be placed on the RFP holders list. A draft RFP will be
posted on the website on or about 5 February 1999. Comments to the
draft RFP will be accepted at the website until 1 March 1999. Many
firms and commercial printing services have the capability to print the
RFP and RFP holders list off the Internet. A Pre-Proposal Conference
will be held in Hawaii after issuance of the RFP. Please check the
