F -- LANDFILL CAP SOL SC No. 147 DUE 040299 POC Donna Navarro 414-272-1052, ext 543 Notice to subcontractors for a Request For Proposal (RFP) for the Douglas Road Landfill Superfund Site Landfill Cap Remediation Action. A two-step bidding process will be used for selection of a subcontractor to construct a multi-barrier cap over the Douglas Road Landfill Site in Mishawaka, IN. The Contractor is CH2M HILL and the project is funded by the U.S. EPA under CH2M HILL's prime contract 68-W6-0025. This project will be a 100% small business set-aside. The project consists of construction of a multi-barrier cap over the site, replacement of site fencing, grading and seeding of the landfill cap, and implementing a subcontractor quality control and health and safety program on a listed U.S. EPA CERCLA hazardous waste site. The construction cost is estimated to range from $750,000 to $1,250,000. Under the two step bidding process, interested subcontractors will submit a separately sealed technical proposal and a separately sealed pricing proposal. Only those offerors whose technical proposals meetthe RFP Step One requirements will be eligible for Step Two. During Step Two, the pricing proposals of eligible offerors will be opened and award will be made to the eligible offeror with the lowest bid. The RFP package will include an additional description of the project and will specify the factors for evaluation of the technical proposals. Company experience, project approach, financial record, and health and safety policies and records are some of the factors that will be evaluated. Relevant experience with soil placement over FMLs and GCLs is essential. The RFP will be available on February 15, 1999. Requests for the RFP will be received by phone until February 26, 1999. A mandatory pre-bid meeting will be held at the site on Monday, March 1, 1999. Technical and Pricing Proposals are due in the CH2M HILL office by 4:00pm CST on April 2, 1999. A bid security in the amount of 20% of the Step Two Bid must accompany each pricing proposal. Construction is anticipated to start by mid-July 1999. This solicitation does not commit CH2M HILL or the U.S. EPA to pay for any costs incurred in the submission of proposals, nor does it commit CH2M HILL or the U.S. EPA to procure or subcontract for any service.
