CBD announcement constitutes a Notice of Contract Action (NOCA) of five
proposed Indefinite Delivery/Indefinite Quantity contracts for Traffic
Alert and Collision Avoidance Systems (TCAS) and Terrain Awareness
Warning Systems (TAWS) Engineering Support Services. ESC is planning to
acquire engineering support services to support prime aircraft
contractors in the analyzing, installing, testing and certifying of the
five TCAS and TAWS systems aboard target aircraft. The contractor will
provide integration/test support, certification support, analysis,
training, and related supplies and services on a time and material
basis. Travel and materials will be on a cost -- reimbursement, no-fee
basis. The Global Air Traffic Operations/Mobility Command and Control
Systems Program Office, Electronic Systems Center, Hanscom Air Force
Base, Massachusetts proposes to award five contracts for this effort
during the third quarter of FY 1999 to provide engineering support
services in support of the previously competitively awarded TCAS and
TAWS contracts. The five RFPs are AlliedSignal Inc. (F19628-98-R-0017)
Honeywell (DAS) ( F19628-98-R-0018) Honeywell (S&G) (
F19628-98-R-0019) Rockwell Collins (F19628-98-R-0020) and Teledyne
Control (F19628-98-R-0021). The contracts will be awarded pursuant to
the authority of FAR 6.302-1 {(10 U.S.C.) 2304 (c) (1)} as implemented
by FAR 6.302-1, only one responsible source for each RFP and no other
source can satisfy agency requirements. The engineering support
services contracts will provide engineering support for TCAS and TAWS
hardware bought off the recently awarded TCAS/TAWS IDIQ contracts. The
Air Force anticipates the issuance of the contracts for the period
from 1 April 1999 to 31 December, 2001. Traffic Alert and Collision
Avoidance System (TCAS) is an Aircraft Collision Avoidance System
(ACAS) and Terrain Awareness and Warning System (TAWS) is a system
designed to prevent collisions with the ground. Those qualified firms
shouldsubmit the following: the company name; address; CAGE code; a
point of contact, size of business (i.e., large business, small
business small disadvantaged business, 8 (a) concern, or small
women-owned business); U.S. or foreign owned entity in their response.
In addition, any responses shall address firm's capabilities to
perform the following tasks and meet these specific criteria: 1)
Provide Engineering Support Services on or about 1 April 1999. 2) Have
or be able to acquire TCAS and TAWS experience, and perform the
engineering support services on Air Force owned TCAS and TAWS equipment
procured from the previously acquired contracts. 3) Provide engineering
support services to support TCAS/TAWS prime aircraft integrating
contractor at their sites and at remote locations as necessary. 4) Have
access to the contractors' proprietary data to support prime aircraft
integrator efforts and be able to update their proprietary interface
control documents, technical documents and installation manuals. 5)
Provide software support to ensure the data formats are compatible
between the contractors TCAS/TAWS and existing data buses onboard the
subject aircraft. Submit statement of qualifications, along with
supporting documentation to: ESC/GAK, 75 Vandenberg Drive, Hanscom AFB,

to: Hobbsk@hanscom.af.mil or absisamraj@hanscom.af.mil Responses must
be received no later than 15 calendar days after the date of this
publication and should not exceed ten (10) pages on 8 = X 11 inch paper
with type no smaller than 10 pitch. An Ombudsman has been appointed to
hear concerns from offerors or potential offerors during the proposal
and proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. Ombudsman do not
participate in the evaluation of responses, source selection, or
formulation of acquisition strategy. Interested parties are invited to
call the Electronic system Center's Ombudsman, Col Lee Hughes, (781)
377-5106. The Ombudsman should be contacted only with issues or
problems that have previously been brought to the attention of the
program manager and/or contracting officer and could not be
satisfactorily resolved at that level. The proposed contract action is
for services for which the Government intends to solicit and negotiate
with one source under authority of FAR 6.302-1. Interested persons may
identify their interest and capability to respond to the requirement
or submit proposals. This notice of intent is not a request for
competitive proposals. However, all responses to this notice received
within 15 days after release of the notice will be considered by the
Government. The Government anticipates award of the contract on or
about 1 April 1999. This synopsis does not constitute a Request for
Proposal, it does not restrict the government as to the ultimate
acquisition approach, nor should it be construed as a commitment by the
