ATCHAFALAYA BASIN, LA SOL DACW29-99-R-0009 POC Jane Kulick, Contract
Specialist, 504-862-2869 1. CONTRACT INFORMATION: An approximate
18-month fixed price contract between $250,000 and $750,000 is
scheduled for award in or about June 1999. This announcement is open to
all businesses regardless of size. 2. PROJECT INFORMATION: All
engineering services, including furnishing all personnel,
transportation, equipment and materials are required in connection with
the following surveying and boundary monumentation. The work will be
performed as follows: Phase I will start in or about June 1999 and run
through September 1999. Phase II is an option item and, if excised,
will start in or about October 1999 and run through Septemmber 2000. In
Phase I, work will be performed on both sides of the Atchafalaya River.
Work on the east side of the river will be performed in Township 6
South, Range 7 East; Township 6 South, Range 8 East in Pointe Coupee
Parish; Township 7 South, Range 8 East and Township 8 South, Range 8
East in Iberville and St. Martin Parishes; Township 7 South, Range 9
East; and Township 8 South, Range 9 East in Iberville Parish. Work on
the west side of the Atchafalaya River will be performed in Township 7
South, Range 6 East in St. Landry Parish. Approximately 85 miles of
property boundaries will be surveyed in Phase II. Phase II, if
exercised, will be performed on the east side of the Atchafalaya River
in Township 6 South, Range 7 East; Township 6 South, Range 8 East in
Pointe Coupee Parish; and in Township 7 South, Range 8 East in
Iberville and St. Martin Parishes. Approximately 56 miles of property
boundaries will be surveyed in Phase II. Monumentation will include,
but not be limited to, corner monuments, witness posts, signs and
blazing. Work shall include the research of public and Government
records to obtain the necessary legal descriptions to perform boundary
surveys. The Contractor shall be required to monument the boundary
line, prepare a boundary monumentation map (including associated CADD
files), and provide all related field survey data. 3. MINIMUM PERSONNEL
AND EQUIPMENT: To be considered for selection, a firm must demostrate
in its SF255 the availability of at least the following: two land
surveyors registered in the State of Louisiana and currently on the
payroll of the prime; three 4-person survey parties; one abstractor;
and two CADD technicians. 4. SELECTION CRITERIA: See Note 24 for
general selection process. The selection criteria are listed below in
order of preference. Criteria (1) through (7) are primary. Criteria (8)
thru (10) are secondary and will be used only as "tie-breakers" among
technically equal firms. (1) Specialized experience (including title
research) and technical competence in the type of work required (to
include firm and key personnel). (2) Capacity to accomplish the work in
the required time. All key personnel and major items of equipment
available for project assignment must be listed along with other
pertinent data. (3) Knowledge of locality of the project. (4)
Professional qualifications necessary for satisfactory performance of
required services. (5) Quality control plan. (6) Past performance on
Department of Defense (DOD) and other contracts with respect to cost
control, quality of work and compliance with performance schedules. (7)
Safety plan and performance (manhours lost to accidents in the last
100,000 manhours of work by firm). (8) Geographic proximity to the
Atchafalaya Basin. (9) Extent of participation of Small Businesses
(including women-owned), Small Disadvantaged Businesses, Historically
Black Colleges and Universities, and Minority Institutions on the
proposed contract team measured as a percentage of the total estimated
effort. (10) Volume of DOD contract awards awarded in the last 12
months. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Firms which meet the requirements described in this
announcement are invited to submit five (5) copies of SF 254 and SF 255
(11/92 edition) for the prime firm and all subcontractors and
consultants to the above address not later than the close of business
on the 30th day afterthe date of publication of this announcement. If
the 30th day is a Saturday, Sunday or a Federal holiday, the deadline
is the close of business of the next business day. In Block 10 of the
SF 255, include an organizational chart, the use of subcontractors or
consultants and describe the firm's design quality control plan,
including coordination of subcontractors and consultants. Include the
