type contract for logistical support for the Combined Helicopters
Operations in a Combat Environment (CHOICE) Collective Training
Instrumentation System in use by 21st Cavalry Brigade, Fort Hood,
Texas. This is a mobile instrumentation system for training of OH-58D
and AH-64 aircraft. The proposed initial contract period is from 2 Mar
99 or date of award through 1 year with 3 option years. The scope of
this contract is to provide management of the logistic support to
include all hardware and software repairs and maintenance through full-
time, on site support. The contractor will be required to have an
on-site Project Manager/Technician who is qualified to maintain systems
installed on aircraft, conduct training on the system and support local
and remote training missions. Some of the air and ground components of
the CHOICE system are Telemetry Repeater, Smart Onboard Data Interface
Module with Radio & Software, GPS Antenna, Communications Antenna,
Aircraft Kill Indicator & Weapons Effect Simulation System and Flight
Data Recorder. Pursuant to 10 U.S.C. 2304(c)(1), it is intended to
award a sole source contract to Inter-Coastal Electronic, Inc. (ICE) of
Mesa, AZ since the CHOICE system operates based on proprietary software
developed by ICE and the manuals, test equipment, maintenance
procedures, etc., as well as the software are all proprietary to ICE.
Interested offerors who can demonstrate capability to provide the
hardware, software, test equipment, repairs and maintenance required
for the CHOICE system, must respond within 15 days from the published
