purpose of this synopsis is to obtain information about potential
qualified sources capable of providing services to assist in the
development of a statement of work for banking and benefit payment
services. Information received will be used solely for the purpose of
determining whether to conduct a competitive procurement. This request
for information is for acquisition planning purposes only and is not
a request for proposals. The Pension Benefit Guaranty Corporation is
seeking to identify and determine the availability of qualified
contractors with knowledge of and expertise in commercial banking,
particularly paying agent/withholding agent functions; pension plan
administration; ADP; and the Federal Acquisitions Regulations (FAR). A
qualified contractor should be able to identify and document
technical, operational, business requirements for pension plan
administration and related banking and paying/withholding agent work;
develop a statement of work and performance measures; develop and apply
evaluation factors; and provide related professional consultation in
support of a major acquisition. Interested, capable firms should send
a two page description of the firm's demonstrated competence and
qualifications necessary for satisfactory performance of the required
professional services including: (1) professional capabilities; (2)
specialized experience and technical competence; (3) capacity to
accomplish work in required time; (4) past performance with respect to
cost control, quality and compliance with performance schedules; (5)
summary of previous projects, or specific work performed or being
performed in related area; (6) professional qualifications and
experience of personnel who may be assigned to such a project. Also
