COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 5,1999 PSA#2277D -- RFI FOR RECORDS MANAGEMENT SOFTWARE APPLICATIONS The National
Aeronautics and Space Administration (NASA) is seeking information on
the availability of software applications to support the requirements
of Records Management. The requirements are based on the DOD standard
DOD 5015.2-STD, Design Criteria Standard For Electronic Records
Management Software Applications. This DOD standard is available at URL
http://web7.whs.osd.mil/htmlc/50152std.htm. In the standard, the word
"shall" identifies mandatory requirements and the word "should"
identifies optional requirements. In addition to the mandatory
requirements in the DOD standard, NASA requires the following: 1) a
multi-platform distributed system, able to support PC, Macintosh, and
optionally UNIX client workstations; 2) an automated load process for
clients; 3) average electronic record filing time of 15 to 25 seconds
per record; 4) user friendliness with intuitive prompts and processes;
5) ability to interface with NASA's standard E-Mail applications
(Eudora Pro and MS Exchange); and 6) the capability to store and link
different versions of the same records in the repository affording end
users the ability to distinguish between versions of the same record.
DOD certification is not required of the product, but would be a plus.
If you have product(s) that will meet the requirements as stated, and
wish to have the product(s) considered, please submit a contact name,
a functional and technical description of your product, a conceptual
document for meeting NASA's requirements, and any other pertinent
information. In addition NASA would like a list of any Electronic
Document Management Systems and/or Data Base Management Systems that
your product interfaces with. NASA will review all submissions and
determine a course of action based on the number and quality of
submissions received. Responses to this request for information are due
by March 4, 1999 to the POC person listed. No solicitation exists;
therefore, do not request a copy of the solicitation. If a solicitation
is released it will be synopsized in the CBD and on the NASA
Acquisition Internet Service. It is the potential offerors'
responsibility to monitor these cites for the release of any
solicitation or synopsis. This synopsis is for information and planning
purposes and is not to be construed as a commitment by the Government
nor will the Government pay for information solicited. Respondents will
not be notified of the results of the evaluation. Respondents deemed
fully qualified will be considered in any resultant solicitation for
