COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 5,1999 PSA#2277"SECOND" ROUND OF ONE-ON-ONE MEETINGS COMMERCIAL KA-BAND SATELLITE
COMMUNICATIONS INITIATIVE ONE-ON-ONE MEETINGS WITH THE DOD TEAM This
announcement references and amplifies the 11 September 98 Request for
Information entitled "Commercial Ka-Band Satellite Communications,"
that sought information from all sources regarding potential future
commercial Ka-Band satellite communications capabilities. A first round
of one-on-one meetings between industry and the DoD team was held from
26-28 January 1999 in Arlington, Virginia (Crystal City). Because only
a limited number of one-on-one industry meetings could be accommodated
during that timeframe, a second round of one-on-one meetings will be
conducted from 23-25 February 1999 in Crystal City, Virginia, for those
who did not have the opportunity to participate in the first round of
meetings. Those interested in scheduling a one-on-one meeting with the
DoD team during the second round should contact Ms. Kim Tu at (619)
524-7182 or via email at tuk@spawar.navy.mil to arrange a time and date
for the meeting. The one-on-one meetings will be held in Crystal City
at ACS Inc., 2011 Crystal Drive, Crystal Park 1, Suite 301, Arlington,
VA 22202. A map of Crystal City is available upon request. Each firm
will be allotted a maximum of two hours for both the firm's
technological/developmental status briefing to the DoD team and the
question and answer period. The DoD team is especially interested in
acquiring information regarding industry's Ka-Band development timeline
and business plans. As indicated, the DoD team will explore the
potential application of Ka-Band satellite communications to future DoD
requirements. Toward that goal, each party requesting a one-on-one
meeting with the DoD team must determine what data should be provided.
The DoD team intends to provide documentation and data, including that
marked as proprietary, to Government personnel and support contractors.
(Consult DFARS 227-7013 and appropriate counsel to determine if the
data to be presented should be marked proprietary). Consequently,each
party requesting a one-on-one meeting shall have entered into
non-disclosure agreements with all the support contractors that
participate in the DoD team no later than 19 February 1999 (with a copy
forwarded to Ms. Kim Tu (Code 02-32L) at 4301 Pacific Highway, San
Diego, CA 92110 or (619) 524-7178 FAX). Failure to enter into an
individual non-disclosure agreement will limit the DoD team's ability
to hold one-on-one discussions with that party. Thus far, the potential
support contractors for the DoD team are as follows: Adroit Systems,
Inc.; Advanced Communication Systems, Inc.; The Aerospace Corp.; ANSER;
ARINC; Booz-Allen & Hamilton; FEMME COMP Inc.; Information Tech &
Applications Corp.; Integrated Systems Control, Inc.; LSA Inc.; MITRE;
and SAIC. The points of contacts for these companies are listed below.
Any additions of companies shall be posted, as appropriate, at a later
date on the SPAWAR Business Opportunities web-site at
http://e-commerce.spawar.navy.mil/. The Government will safeguard from
unauthorized release, all proprietary information in its possession.
The Government reminds industry that the DoD Ka-Band Satellite
Communications Initiative is solely a "market research" initiative at
this time. Nothing said or implied during the industry-wide meeting,
the one-on-one industry meetings, or the RFI process in general shall
be construed to commit the Government to any further action or
particular course of action on this initiative. Further, nothing said
or implied during this process shall in any way obligate the Government
to contract with or otherwise enter into any agreement with any
particular industry participant or participants. Any actions taken by
an industry participant, or any resources expended by an industry
participant as a result of these discussions or the RFI process, are
solely at the risk and expense of the participant. The Government shall
not be liable for those actions or expenses. List of Current Support
