Contractor is to provide supplies, labor, supervision and equipment to prepare and transport a minimum of three (3) meals per day to the Homeless Veterans Service (HVS) at 3001 C Street, Anchorage, Alaska for a minimum of 15 residents with a maximum estimate of 50 residents (which is common). The contractor shall also provide personnel to facilitate the preparation and approval of; 1) rotating menus, and 2) serving and cleanup of general serving/eating area in accordance with all applicable Federal, State, and Local health and sanitation regulation. Qualified contractor must have or be capable of obtaining a Health Permit issued by the Anchorage Municipality. Contract period is estimated to be from April 1, 1999, through September 30, 1999, with three(3) one (1) year options of renewal. If contract is renewed through all the option years the contract ending date will be September 30, 2002. All food shall be prepared off-site and transported in proper temperature controlled containers to the Government facility. Delivery must be within 15 minutes of the established time for each meal. There is a possibility of food preperation on site (yet to be determined). Buffet style meals shall be placed on a self-service line for residents. The contractors must plan, prepare and serve portions one and one half times the normal single-serving recommendations for the regular diets. See Attachment -- #B Menu Format for meal portion specifications. Bagged meals that are equivalent to the buffet style meal (i.e. meat sandwich lettuce/tomato, chips, beverage, dessert, etc.) will need to be prepared on singular and sometimes recurring basis for residents to replace the buffet meal. The Homeless Veterans Service (HVS) shall give the contractor 1-day notice prior to each situation. The VA supplied non-dairy yogurt and juice dispenser, shall be available 24 hours a day to patients. This equipment will be stocked and maintained by the contractor. Contractor will be responsible for ensuring that the dispenser is cleaned regularly according to an approved schedule. Any repairs will be the responsibility of the contractor with approval from the Contracting Officers Technical Representative (C.O.T.R.). The contractor will provide the following beverages and they will be available 24 hours per day to include regular and decaffeinated coffee, regular and sugar-free hot chocolate, regular and sugar-free ice tea, hot tea, herbal tea, sugar free and regular soft drinks. Condiments for beverages (creamer, sugar, equal, lemon, honey, etc.) and condiments for meals (salt, herbal salt substitute, pepper, tobasco sauce, steak sauce, ketchup, mustard, Worcestershire sauce, etc.). The contractor will provide a variety of cold cereals, fresh fruit and nonfat yogurt at each meal along with peanut butter, bread and jelly which will be available on a daily basis. Commercial Item type of procurement and the SIC Code for this solicitation is 5812. Contract award is subject to availability of funds. It is estimated that the solicitation documents will be available February 17, 1999. All responsible sources may submit an offer. Estimated dollar amount is between $500,000.00 to $1,000,000.00. A Requirements Contract is anticipated. Estimated bid opening date is March 17, 1999, at 2:00pm AST. The Evaluation criteria are as follows: 1, Past Performance, 2. Quality Management, 3. Education/Training, 4. Cost/Price. Proposals will be evaluated on the basis of the following factors. Factors 1 and 2 will be considered as approximately equal in importance. Factor 3 and 4 will also be considered equally important, but 20% less important than Factors 1 and 2. All four (4) technical factors, when combined, are equal to cost or price. For the purpose of evaluation, offerors whom it has been determined may be eligible for contract award may be asked to come in to the Anchorage VAMC to make a presentation to a interview panel.
