personnel, material, audio-visuals aids, training aids and travel and
lodging necessary to revise and present a course of instruction
entitled "OSHA Inspection." The course is designed to give students
skills focusing on compliance in construction and operations
activities. This will be a firm-fixed price type contract with two
options years. Sessions scheduled for FY99 are as follows: Session
99-01,17-21 May 1999, Huntsville, AL; Session 99-02, 07-11 June 1999,
Sacramento, CA; Session 99-03, 21-25 June 1999, Dallas/Ft. Worth, TX.
The following course locations and dates for options years FY00 and
FY01 are estimates and subject to change: Session 2000-01, 20-24 March
2000, Huntsville, AL; Session 2000-02, 24-28 April 2000, Portland, OR;
Session 2000-03, 05-09 June 2000, Huntsville, AL; Session 2001-01,
26-30 March 2001, Huntsville, AL; Session 2001-02, 23-27 April 2001,
Denver, CO; Session 2001-03, 14-18 May 2001, Huntsville, AL. Sessions
consist of 36 hours of classroom instruction. The instructor staff
shall consist of a minimum of 2 and a maximum of 4 instructors. Each
instructor shall have at least 5 years experience, during the last 10
years, in general safety, construction safety, or industrial safety and
the inspection of workplace environments for OSHA compliance,
developing hazard analysis and abatement plans, or the implementation
and enforcement of Federal Safety and Health Regulations. Each
instructor shall have taught within the last 3 years not less than 400
hours of classroom instruction in inspecting the workplace environment
for OSHA compliance, developing hazard analysis and abatement plans, or
Federal Safety and Health Regulations. The contractor staff shall have
experience in developing or revising instructional materials for at
least 3 courses during the past 3 years in inspecting the workplace
environment for OSHA compliance, developing hazard analysis and
abatement plans, or Federal Safety and Health Regulations.
Additionally, to be considered eligible for award, the successful
offeror must: 1) be registered with the DOD Central Contractor

number which may be obtained through information at the following

evaluation criteria will be set forth in the solicitation scheduled to
be issued on or about 12 Feb 99. Copies of the solicitation shall be
obtained by written request without cost. One set of the course
material may be obtained from this office at a cost of $35.00
(non-refundable). Payment must be made by certified check, cashier's
check, or money order payable to: Finance and Accounting Officer,
USAESCH. Telephonic requests will not be honored. This is a 100%
set-aside for small business procurement. The Standard Industrial Code
is 8299. For the purpose of this solicitation, any concern whose gross
annual receipts over the past three years does not exceed $5,000,000 is
