providing all labor, equipment and material necessary to construct an
approximately 2,500 foot long dune in front of a breach which opened
between the North Channel of Barnegat Inlet and Little Bay, threatening
significant wildlife habitat. Construction of the dune includes
subgrade preparation, installation of geotextile skirt, deployment of
sand filled geotextile tubes (geotubes), backfilling around the
geotubes, and filling and grading to the design profile. Sand used to
fill the geotubes and for backfilling will come from material generated
by dredging the navigation channel. The solicitation documents will be
furnished on CD-ROM on or about February 22, 1999. One CD ROM will be
provided at no charge upon receipt of written request. All requests
must include a physical address, telephone number, fax number, point of
contact and business size. Additional copies will be provided at a
charge of $5.00 a CD, made payable to "FAO, USAED, Norfolk". Bidders
are responsible for printingpaper copies of the solicitation. Bids will
be opened on or about March 24, 1999 at 11:00 am. This procurement is
100% set-aside for small business. The Standard Industrial
Classification Code is 1629 with a size standard of $17.0 million.
Liquidated damages will be specified. Affirmative action to insure
equal employment opportunity is applicable to the resulting contract.
All contractors must be registered in the DoD's Central Contract
Register before award as required by DFARS 204.7300*****. Posted
