all materials, labor, equipment and supervision to renovate the U.S.
Customhouse on Main Street at the foot of Granby Street in Norfolk, VA.
Briefly the work can be described as: Interior renovations including
architectural, electrical, mechanical, hazardous material disposal,
plumbing, fire protection, etc. Exterior renovations includes
re-pointing of exterior surfaces, sealing the building to stop constant
water infiltration, fortifying the front entrance steps from further
deterioration, etc. Competitive proposals are being solicited from
under Full and Open Competition using Best Value criteria. The criteria
used to determine Best Value will be provided in the solicitation
package. Price proposals will be separated from the technical
proposals, so the evaluators may review and evaluate the technical
merits of each offer without any bias towards price. After the
evaluators have reviewed all proposals in accordance with the criteria,
a competitive range based on both technical and price factors will be
developed. If required, negotiations will be conducted with all of the
offerors in the competitive range. The Government has reserved the
right to award based on initial proposals, if negotiations are not
necessary. If negotiations are required and best and final offers
(BAFO's) are requested the process outlined above will be followed
during the review of the BAFO's. The solicitation will be posted on the
World Wide Web at http://eps.arnet.gov. Any prospective offers
interested in proposing on this solicitation must register with GSA in
order to be placed on the bidder's list and to receive drawings.

subcontracting opportunities only. There will be no paper copies of the
solicitation available through this office. Offerors may obtain a copy
of the solicitation through either the Web site or by requesting a
copy on a CD-ROM. Drawings will only be available on a CD-ROM. The
solicitation will be available and posted on the web site during the
