14 -- TUBE LAUNCHED OPTICALLY TRACKED WIRE GUIDED (TOW) IMPROVED TARGET ACQUISITION SYSTEM (ITAS) FULL RATE PRODUCTION (FRP) MULTIYEAR (MY) REQUIREMENTS SOL DAAH01-99-R-0223 DUE 040199 POC Michelle Beggs 256-842-7144, Contract Specialist; Sandra Byars-Smith 256-876-4201, Contracting Officer Tube Launched Optically Tracked Wire Guided (TOW ) Improved Target Acquisition System (ITAS) Full Rate Production (FRP) Multiyear (MY) Requirements. The U.S. Army is contemplating a sole source procurement of the TOW ITAS FRP MY Requirements to Raytheon Systems Company (RSC), McKinney, TX. The requirements include five program years production of the TOW ITAS, 100 percent options for additional quantities of each of the five years TOW ITAS production requirement, plus options for associated TOW ITAS field spare parts. Planned program year (PY) production requirements are 96 systems in PY 01, 111 systems in PY 02, 121 systems in PY 03, 144 systems in PY 04, and 112 systems in PY 05. The TOW ITAS FRP MY Requirements will contain or require access to both classified and unclassified data, and data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C. Dec 2751 et seq) or the Export Administration Act (Title 50, U.S.C. App 2401-2402). Subcontracting opportunities must be arranged between the prime and any potential subcontractors. Foreign industry may participate at the subcontractor level in relation to the TOW ITAS prime contractor, RSC. Foreign industry and/or non-U.S. citizens desiring a copy of the releaseable portion of the solicitation must submit an official request through their respective embassy, Washington, D.C. to HQDA, ATTN: DAMI-POC. Foreign-owned, controlled, or influenced (FOCI) entities desiring a copy of the releaseable portions of the TOW ITAS FRP MY Requirements MUST submit an official request to the U.S. Army Aviation and Missile Command, ATTN: AMSAM-SI-CI-TF, Redstone Arsenal, AL 35898; however, release is not guaranteed.
