address projected reductions in overall resources, the Defense
Meteorological Satellite Program (DMSP) System Program Office (SPO) is
exploring the feasibility and affordability of consolidating some or
all of its sensor and spacecraft support and services contract efforts.
To this end, the government is requesting that contractors interested
in consolidating some or all of the current and projected DMSP support
and service efforts submit: an execution and management plan, a
comprehensive SOW, and a detailed cost estimate for achieving this
goal. Because the Government does not retain data rights to the
technical drawings for most of the instruments, it is unlikely that any
single contractor expressing interest in this consolidation effort will
be capable of performing all efforts without subcontracting or
otherwise teaming with the current vendors. The following website,
http://www.laafb.af.mil/SMC/CI/dmspCIE.html., contains the current
Statements of Work for each of the current contracts contemplated for
consolidation, current contract values of each of the contracts, and
contractor and government points of contact. Additionally, at this site
the government has provided a Statement of Objectives (SOO) for the
consolidation effort. The government asks that interested contractors
access the above website for the guidelines and timelines on preparing
the requested comprehensive SOW, management and execution plan, and
detailed cost estimate. This request for information is for
informational and planning purposes only and does not constitute an
Invitation for Bids or a Request for Proposals, nor is it a commitment
by the government. The government will not pay for any effort expended
in responding to this notice. Interested contractors who plan on
submitting packages outlining their plans and cost estimates for
consolidation will be due in to Mr. Trombetta by close of business 5
March 1999. Government personnel and its technical support contractors
