The United States Special Operations Command is planning for the acquisition of a boat system that will support Special Operations Forces in a riverine environment. These craft will replace Vietnam era craft including the 31' River Patrol Boat (PBR) and the 36' Mini-Armored Troop Carrier (MATC). The riverine mission includes rivers and littorals requiring the craft to be operational in moderate sea states with capability to defeat hostile threats with speed, weapons and armor. The Special Operations Craft Riverine (SOCR) will provide Naval Special Warfare the capability to insert/extract SEALs in a riverine environment. The craft must be capable of operating in shallow, confined waters, have the ability to suppress fire or break contact with hostile forces and be fast and maneuverable. It must be air transportable internally and externally and air drop capable. The SOCR must be able to beach on mud riverbanks and on unobstructed shorelines where surf is less than two feet. The SOCR should mount a combination of 7.62mm or .50 cal. Machine, 40mm grenade launchers and 7.62mm mini-guns. The system shall rely upon nondevelopmental item technology and available commercial marine components. However, this does not preclude the use of new developmental items or technologies for subsystems. Communications systems and navigation systems will be the same as on current NSW craft. These will include radar, GPS (SAASM capable), IFF, and a proximity beacon device. The communications module shall provide connectivity for HF net (ALE compatible), VHF FM net (SINGARS compatible), UHF AM net HAVE QUICK II compatible) and UHF SAT COM net MIL-STD 188-181/182/183 compliant). The craft interior communications shall provide remote master-slave switching capability that allows crewmembers the capability to communicate boat to boat or on tactical circuits via the communications modules. Key Performance Parameters (threshold/objective) include: 1. Speed: 35/40 knots at full load. 2. Acceleration: 15 seconds to 25 knots within 75 yards/10 seconds to 25 knots within 50 yards. 3. Range: 100nm at full load, 20/30 knots in sea state 2 with 10% fuel reserve/150 nm at 20/30 knots in sea state 2 with 10% fuel reserve. 4. Payload: 4200/4500 lbs. which includes 4 crew and 8 passengers. 5. Maneuverability: turn 180 degrees in one and one half boat lengths/turn 180 degrees in one boat length. 6. Operating environment: operate in sea state 2/survive in sea state 3. 7. Transportability: Craft on trailer with prime mover (tractor) must be air transportable on a single C-130 aircraft, airdroppable from a C-130, helicopter transportable, trailered over improved and semi-improved roads and launched over unimproved riverbank gradients. 8. Armor: NIJ Level III+M1943 (AK-47) protection for propulsion system, gunners and helmsman/same level of protection but also including passengers. 9. Armament: one M2HB/Mk19 capable mount and 2 M-60 capable mounts/twin M2HB/Mk19 mounts and 2 7.62 minigun capable mounts. 10. Draft: The craft shall have a maximum of 2 feet static draft at full load. Respondents are requested to provide system descriptions of their existing craft that can meet the above requirements. If all the requirements cannot be met, identify the specific modifications that are required to meet them. If the craft is certified for air transport, helicopter transport or low velocity airdrop provide a copy of the agency certification letters. Other data should include: craft layout and weights, potential prime mover, airdrop cradle characteristics and certifications, number of craft manufactured, manufacturing lead time and rough order magnitude of non-recurring and production unit costs.
