for commercial items prepared in accordance with the format in Federal
Acquisition Regulation Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. This solicitation, N00173-99-R-KK04,
is a request for proposal (RFP). The incorporated provisions and
clauses of this acquisition are those in effect for Federal Acquisition
Regulation (FAR) and Federal Acquisition Circular 97-10 (excluding
97-07) and for Defense Federal Acquisition Regulation Supplement
(DFARS) through Defense Federal Acquisition Regulation 91-13. The small
business size standard for this acquisition is 100 employees and the
SIC code is 5049. This acquisition is unrestricted. The Naval Research
Laboratory (NRL) has a requirement for CLIN 0001, Tunable Mode Locked
Ti: Sapphire Laser. The Naval Research Laboratory requires a Tunable
Mode-LockedTi:Sapphire Laser for research on defects and spin in
semiconductors which must meet or exceed the following specifications:
Space and portability requirements lead to the following general
specifications. The laser system, when combined with a doubler/tripler,
must fit on a 3' x 8' optical table. It must operate from standard 110
V single-phase power. It will not require external cooling water but
may include suitable closed-cycle coolers. 1. The contractor shall
provide a pump laser with the following requirements: The output shall
be at least 10 W CW of 532 nm light. The beam shall be TEM00 with very
low noise (0.1 % or less) The power stability shall be +/- 1 % The
beam-pointing stability shall be < 5 microrad/oC The footprint shall
be approximately 6" x 36" or smaller Dust tubes and routing mirrors
will be provided from the pump to the Ti-Sapphire laser 2. The
contractor shall provide a Ti: sappire laser. When in use in
conjunction with the pump, the Ti:sapphire laser will have the
following specifications: Pulses of 2 ps with a nominal range of 1.5 to
3 ps Ability to easily upgrade the system later for longer pulses
Spectral output tunable from 690 to 900 nm Noise less than 0.5% from 10
Hz to 10 MHz. Stability-power drift less than 5 % over a two-hour
period. Spatial mode TEM00. Beam diameter < 2mm. Beam divergence
< 0.6 mrad (full angle). Polarization > 500:1 vertical. Output
powers of 500 mW at 700nm, 1200 mW at 790 nm. Output powers of 1250 mW
at 790 nm, 1350 mW at 850 nm, 1100 mW at 900 nm. Footprint of
approximately 33" x 13" or smaller. Output suitable for doubling and
tripling. 3. The contractor shall provide a spectrum analyzer for
tuning and analysis of the wavelength and spectral/temporal
characteristics of the pulses. The specifications are Spectral
resolution of 0.3 nm full-width half-maximum (corresponds to 3 ps)
Spectral range from 350 to 1100 nm Real time display in conjunction
with a laboratory oscilloscope Center wavelength accuracy of +/- 0.5 nm
Scale and cursor pulses to calibrate oscilloscope display 4. The
contractor shall provide an external power meter will be provided to
measure output power. The specifications are: Spectral range from 250
to 11 microns Power range from <5mW to >20 W Sensitivity
variation of +/- 1 % from 400 nm to 1000 nm Maximum nonlinearity of 2
% from 5mW to 20 W Meter time constant: < 0.5 sec on 1 W scale, 1
sec on 30 mW scale Easy to read analog meter Footprint of less than 18
square inches with footprint of head less than 4 square I inches. The
vendor shall provide, together with the system delivered, all
necessary users manuals for the various subsystems. The vendor shall
offer to the Government at least the same warranty terms, including
offers or extended warranties, offered to the general public in
customary commercial practice. The vendor shall provide for on-site
installation, set-up and system check out. Delivery and acceptance is
at the Naval Research Laboratory, 4555 Overlook Ave. S.W. Washington,
DC 20375-5326, FOB Destination, no later than 90 days from date of
award. The FAR and DFAR provisions and clause sited herein are
incorporated by reference into this solicitation. Offerors are advised
to propose in accordance with the provision at FAR 212-1, Instructions
to Offerors-Commercial Items. The proposal must demonstrate an
understanding of all requirements covered in the RFP's terms and
conditions. General statements that the offer can or will comply with
the requirements, that standard procedures will be used, that well
known techniques will be used, or paraphrases the RFP's Specifications
in whole or in part will not constitute compliance with these
requirements concerning the content of the technical proposal. The
Government intends to award a contract resulting from this solicitation
to that responsible offeror proposing the lowest price for the Supplies
or Services that has been determined to comply with the requirements of
the solicitation. Offerors are advised to include with their offer a
completed copy of thefollowing provisions: FAR 52.212-3, Offeror

252.225-7000, Buy American Act-Balance of Payments Program Certificate.
The following FAR clauses apply to this acquisition: FAR 52.212-4,
Contract Terms and Conditions-Commercial items, FAR 52.212-5, Contract
Terms and Conditions Required to Implement Statutes of Executive
Orders-Commercial Items. The additional clauses that are applicable to
this acquisition are FAR 52.203-6, FAR 52.219-8, FAR 52.222-26, FAR
52.222-35, FAR 52.222-36, FAR 52.222-37,, FAR 52.225-18, and FAR
52.247-64. The clauses at DFARS 252.212-7001, Contract Terms and
Conditions Required to Implement Statutes Applicable to Defense
Acquisitions of Commercial Items, applies to this acquisition. The
additional clauses cited applicable to this acquisition are DFARS
252.225-7001, DFARS 252.225-7007, DFARS 252.225-7012, DFARS
252.227-7015, DFARS 252.227-7037, DFARS 252.204-7004, and DFARS
252.232-7009. Any contract awarded as a result of this solicitation
will be a DO rated order certified for national use under the Defense
Priorities and Allocations System (DPAS) (15CFR 700). Any questions
generated, as a result of this solicitation must be received no later
than 10 days before the closing date. Original and two (2) copies of
the Offerors proposal must be delivered to Contracting Officer, Bldg.
222, Rm. 115A, Naval Research Laboratory, Code 3220:KK 4555 Overlook
Ave. S.W. Washington, DC 20375-5326, and received no later than 4:00
p.m. E.S.T. on 03 March 1999. The package should be marked RFP
