This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number NOI 9907 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions are those in effect through appropriate Federal Acquisition Circulars. See Note 1. (This is a small business set aside. The S.I.C. code is 3826, maximum 500 employees). The line items are: AKTA explorer 100 chromatography system; required to allow seamless interchange between it-a unit for the day to day protein purification needs of our product recovery, and to run size exclusion columns using the column media Superdex, with pumping capacity covers the entire range of 0.01 to 10 ml/min, and can handle pressures up to 10 Mpa allowing it to perform dual roles as a HPLC as well; with UV monitoring that can be done at three wavelengths simultaneously; to include Compaq Deskpro EN 350mhz PC Y2k compliant package, to interface with the AKTA unit, under a Windows NT operation system. (2) FRAC-901 Fraction Collector containing a seven port motorized injection valve, and two eight port motorized valves to allow for up to seven columns simultaneously and a column bypass, required for system pump washes. Delivery shall be to the National Institutes of Health, 9000 Rockville Pike, Bethesda, Md. 20892, F.O.B. destination. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition except that there is no SF1449 solicitation cover sheet. A blank form of the Representations and Certifications document which must be completed as required by 52.212-1(b)(8) can be obtained from Charmaine Rawlinson. The provision at 52.212-2 Evaluation-Commerical Items, applies to this acquisition. The Government will award a fixed price purchase order to the responsible vendor whose quote conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The following factors in addition to price will be used to evaluate quotes: (a) delivery of the item in 60 days ARO; (b) technical ability of the data an analysis software for creating and customizing plate definitions and control and (c) price. All evaluation factors other than price, when combined, are significantly less important than price. The clause at 52.212-4, Contract Terms an Conditions-Commercial Items applies to this acquisition.
