This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Refrigerant: Virgin (unused) 1,1,1,2 Tetrafluorethane (R-134a) shall conform to all requirements of the ARI-700 standard new refrigerants. The supplier shall provide an ARI-700 Certificate of Analysis for the delivery prior to unloading. The delivery shall be made by tank truck (approx. 30,000 to 40,000 pounds) to NASA Langley Research Center, Building 648, Hampton, VA. The supplier shall provide all hoses, fittings, pumps, and other equipment to connect to the R-134a storage tank. The vapor and liquid connections on the storage tank are quick disconnect "E" series coupling, female dry-disconnect coupler, Hydraulics Inc., P/N CP00110P1G1B. In the past deliveries of R-134a, it has been necessary to connect the delivery truck to both the liquid and the vapor side of the Langley storage tank in order to provide the pressure balance needed to pump the delivered liquid R-134a into the storage tank. The Langley liquid storage tank, while primarily, containing R-134a, may have a low mixture of air in the vapor layer that can contaminant the delivery truck. Some recent vendors have overcome this problem by using an auxiliary pump on their tractor to pump the delivery trailer to a near vacuum (dumping the gas mixture back into the Langley storage tank). Apparenting the contamination level is considered acceptable at this reduced pressure condition. However, this process has required disconnecting the delivery tractor from the trailer to bring them side-by-side in the vicinity of the Langley storage tank. The area in which this is done is fairly tight, so the most recent delivery was with a 30,000 lb tank truck rather than the larger 40,000 lb tank truck that was previously typically used. The supplier shall provide a weight certificate at the time of delivery. A Material Safety Data Sheet shall be provided at delivery.- Not to Exceed 40,000 pounds. The provisions and clauses in the RFQ are those in effect through FAC 97-10. The SIC code and the small business size standard for this procurement are 2869 and 1,000 employees, respectively. The quoter shall state in their quotation their size status for this procurement. This procurement is not a total small business set aside. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Langley Research Center, Hampton, VA is required within approx. 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above may be mailed or faxed to the identified point of contact [or bid distribution office, by the date/time specified and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Standard_Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Please note that payments are to be made by electronic funds transfer, accordingly, you must provide the mandatory information for electronic funds transfer with your representations and certifications. Failure to provide this information may delay or prevent the receipt of payments through the Automated Clearinghouse Payment System. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement.
