and Atmospheric Administration (NOAA), National Weather Service (NWS),
National Severe Storms Lab (NSSL) is currently engaged in designing,
developing and deploying open system replacements to the radar data and
signal processing components of the weather surveillance radar -- 1988
Doppler (WSR- 88D). The Open systems Radar Data Acquisition (ORDA)
host computer, as developed by the NSSL team, requires an operating
system known as VxWorks which is contained within the Tornado
development tool set. VxWorks and Tornado are provided by Wind River
Systems Inc. and is a widely used system for real-time applications
such as the ORDA. This software is proprietary to Wind River Systems
and is not available from any other source. The WSR-88D Operational
Support Facility (OSF) needs to operate this test bed with VxWorks in
a manner identical to the NSSL development system. The NSSL has already
invested over two years in the development of the ORDA code. The use of
any other operating system would require significant modifications to
the ORDA software and would result in significant delays to the project
and increased costs. Interested sources proposing to supply an
equivalent system must submit a written qualification statement clearly
establishing capability to meet the above requirements within 15 days
from the date of this synopsis. The qualification statements will be
used to determine the need for competitive bids. In the absence of
other qualified sources, it is the intent of the Government to
negotiate a sole source contract under the authority of 41 U.S.C.
253(c)(1) with Wind River Systems, 800 East Campbell, Suite 202,
Richardson, TX 75081 as this source is considered to be the only
responsible source and no other items will satisfy agency requirements.
Responses must be received on or before February 19, 1999. This
announcement is being issued under the Simplified Acquisition
Procedures, FAR Part 13 (NTE $100,000.00). Agency level protest
