two following agreements, the Defense Threat Reduction Agency (DTRA)
plans to award a sole source contract to the National Nuclear Center of
the Republic of Kazakhstan as the executing agent for the Two Seismic
Calibrations Experiments in Tunnel 160: (1) Agreement dated 13 December
1993, between the United States Government and the Republic of
Kazakhstan Concerning the Destruction of Silo Launchers of
Intercontinental Ballistic Missiles, Emergency Response, and the
Prevention of Proliferation of Nuclear Weapons. (2) Agreement dated 3
October 1995 and amended September 1998, between the Department of
Defense of the United States of America and the Ministry of Science --
Academy of Science of the Republic of Kazakhstan Concerning
Elimination of Infrastructure for Weapons of Mass Destruction. This
effort will consist of the design, preparation, and performance of two
high explosive seismic calibration experiments in September 1999 and
June 2000 to be conducted in tunnel 160 at Degelen Mountain. Only
Chemical explosives will be utilized in both experiments. Note that
this is a sole source procurement as the National Nuclear Center is the
only authorized organization to perform this work within the confines
of the former Semipalatinsk Test Site. See Note 22. Anyone interested
