National Park Service (NPS), Denver Service Center (DSC), is seeking a
qualified firm(s) or organization to provide Architect/Engineer (A/E)
services under an indefinite quantity contract for planning, design
and construction management services for the Utility Rehabilitation of
the Second Bank of the United States Building at Independence National
Historical Park in Philadelphia, Pennsylvania. The primary work will be
construction project planning, schematic design, design development and
preparation of project plans and specifications for the rehabilitation
and/or replacement or addition of HVAC systems, environmental control
systems, plumbing systems, electrical and lighting systems, security
systems, fire detection and suppression systems, utility connections,
haz mat removal and handicap accessibility to and in the building.
Construction management services may also be required. Approval from
the Pennsylvania State Historic Preservation Office is required and the
selected A/E and team may be required to perform the needed compliance
research and prepare and obtain the needed 106 compliance approvals
for the project. Sensitivity to National Park Service values and
standards for historic preservation, including the Secretary of the
interior's Standard for Preservation Projects, and Sustainable design
principles must be demonstrated. The projected construction cost is
between $4,000,000 to $5,000,000.The Second Bank is one of the most
significant works of architecture managed by the NPS. The first Greek
Revival style public building in America (1819-1824), the Bank was one
of the most powerful financial institutions in the world until 1836,
when president Andrew Jackson refused to renew its charter. Today, the
first floor holds a major public exhibition of portraits. The basement
and northern -end of the second floor house a collections care
laboratory and museum storage areas for over 6,000 objects and 131
cubic feet of archival materials. The Second Bank houses the world's
largest collection of early American historical portraits taken from
life, valued at over $200 million. Of the 182 portraits on exhibit, 130
were created by Charles Wilson Peale and his son, Rembrandt. The Peale
portraits include heroes of the American Revolution, signers of the
Declaration of independence, framers of the United States Constitution,
jurists, men of science and letters and officers of the War of 1812,
Several sculptures are exhibited, the most significant being William
Rush's heroic wood carving of George Washington. Included are exhibits
about the collection's history, the differences between life and
derivative portraiture, and the history of the Second Bank and the bank
wars. Modeled after the Parthenon, the building is an important feature
of the cultural landscape on Chestnut Street, once known as "bankers'
row." In addition to the portrait . collection, the Bank storage areas
house the park's history collections, Liberty Bell memorabilia
collection, and works on paper collection. The A-E firm and all
applicableconsultants will be licensed to practice in the State of
Pennsylvania. In addition to mechanical and electrical engineering,
security and fire system engineering; historic architecture and,
incidental services from other disciplines or consultants may involve;
structural, environmental, and civil engineering; landscape
architecture; compliance specialist; cost estimating; and archeology.
All work shall be subject to the review and supervision of the
appropriate licensed professional(s) provided by this contract.
Additional support services include CADD and word processing services
compatible with NPS in-house systems (AutoCad Version 14 or later;
Microsoft Word; and Excel). The proposed work may extend over several
fiscal years, which will require that the selected firm must be capable
of managing a multi-disciplinary team from within the firm or in
conjunction with subconsultants and/or NPS design teams. The A/E firm
will need to have direct contact with federal, state and local
regulatory agencies to assure compliance with regulations, codes and
policies. The firm also may need to obtain and furnish various local
permits (discharge, construction, street opening, etc.), and to provide
certification of compliance of facilities and/or operations. Design and
Supplemental services that may be provided under this contract may
include: (a) Title I-related Services (Pre-design and Preliminary
Design Phase): project scoping and programming; conceptual, schematic,
and preliminary design; value analysis, code research and analysis;
design development; design analysis; energy and life cycle/value
analysis; outline specifications; preliminary cost estimates; project
phasing/sequencing plans; quality assurance/review; 106 compliance
approval from the SHPO and the Advisory Council and other Title I
services as needed. (b) Title II-related Services (Construction
Documents Phase): preparation of working drawings; construction
specifications; quality assurance/review; constructability analysis;
construction cost estimating; value engineering; and other Title II
services as needed. (c) Title III-related Services (Construction
Management and Support): site visits, consultation, construction
inspection which may include archeological monitoring; review of shop
drawings and submittals; assistance in preparation of contract
modifications; preparation of Operation and Maintenance Manuals; and
other Title III services as needed. Archeological monitoring during
construction is subject to the Service Contract Act. The NPS has
adopted sustainability in design as the guiding principle for park
planning and development. By definition, this means meeting present
needs without compromising the ability of future generations to meet
their own needs. In practice, sustainable design utilizes best
available solutions within the design tradition of NPS, and
incorporates environmentally sensitive construction methods, seeks to
conserve non-renewable global resources, utilizes energy efficiently,
recycles materials and waste, and specifies ecologically responsible
methods, practices, and materials in the construction of park
infrastructure and facilities. In accordance with Public law 100-418
and Executive Order 12770, all Federal design work is to be performed
using the metric system of weights and measures. Design work under this
contract may be subject to this requirement. Projects will require
coordination with various review and design entities. The following
criteria, in descending order of importance, shall be used in the
evaluation of the prospective firms. Please note that this criteria
shall be used by the NPS in lieu of the criteria listed under Note 24.
1. Professional experience and technical competence of the firm,
including its consultants and project personnel, as demonstrated in
projects of types described, particularly those that embody a high
degree of sensitivity with historical environments similar to
Independence National Historical Park and those demonstrating
successful working experience with the State of Pennsylvania, the city
of Philadelphia regulatory compliance agencies and the State Historic
Preservation Office. The selected A/E team should have previous proven
experience in the design of security systems for portrait galleries and
museums. 2. Professional qualifications of the principles and key staff
of the firm and consultants, for performing projects of the type
described. Professional registration of key professionals in the firm
and consultants in the State of Pennsylvania. Ability to perform
computer aided analysis, design, and drafting. 3. Project management
experience as demonstrated in projects of a similar nature for
governmental agencies and private industry with respect to such factors
as control of costs, quality of work, and meeting schedules. 4.
Familiarity with the code and permitting requirements of Philadelphia
and the ability to maintain a continuous local or short notice presence
for planning/design meetings, perform construction coordination and
resolve conflict. 5. Capacity of the firm to perform the work,
including any specialized services, within tight time limitations All
services will be provided under an indefinite quantity contract. The
total of all task orders per year will not exceed $ 750,000 and each
task order will not exceed $250,000. The A/E is guaranteed a minimum
amount of $25,000 during the life of the contract. The term of the
contract will be one year with four one-year options. This procurement
is open to small and large business and is subject to Public Law
100-656, the Business Opportunity Development Reform Act of 1988. The
National Park Service supports the Department of Interior's goals to
increase small business participation in its contracting programs. The
National Park Service strongly encourages participation of small
business firms including women and minority owned and operated A/E
firms and encourages large business firms to include small,
women-owned, and disadvantaged businesses as part of their team. Firms
are encouraged to contact their local Regional Small Business
Administration office for assistance in locating small, women-owned,
and disadvantaged businesses. Large business firms selected for
contract award will be required to submit a subcontracting plan which
will separate percentage goals for using small business concerns,
women-owned, and small disadvantaged business concerns as
subcontractors. The subcontracting plan will need to establish goals
for the base year and all option years. The government will not
indemnify the firm selected against liability involving asbestos or
other hazardous materials; that is, no clause holding the firm harmless
will be included in the contract. Firms that meet the requirements
described in this announcement are invited to submit a Letter of
Interest and completed Standard Forms 254 for each firm and a Team
Standard Form 255 in an original only. Submission of any additional
material is allowed only to the extent that it graphically (via
drawings and photographs) substantiate the relevant project work
specifically described on Standard Forms 254/255. In support of the
sustainable practices of resource conservation and material recycling,
submissions should be concise, make wise use of recycled/recyclable
paper and other materials, and be organized in such a manner that the
recyclable material can be easily removed after evaluation. To the
extent possible, printed/copied double-sided paper documents will be
submitted. Responses must be received before 5:00 p.m., 30 calendar
days from the date of this publication (first work day following a
weekend or holiday) in order to be considered for selection. This is
