purchase on a sole source basis. The U.S. Coast Guard Operations
Systems Center recently purchased on a sole source basis the McCabe
Year 2000 (Y2K) Server and parser as a tool to safeguard against
undetected Y2K problems and to perform follow-on work. This action was
synopsized in the CBD on September 15, 1998. The McCabe Visual 2000
tool was purchased because of its unique capabilities to perform
functions beyond Y2K efforts. It can be used as a metric analyzer to
ensure that code developed in the future is not overly complex and
meets standards. This tool provides documentation and graphical
displays of a software system's design and architecture. It supports
reverse engineering and on-going maintenance of software by
automatically identifying redundant modules. It compares restructured
or changed modules against the original version or design to find
differences or discrepancies. The Marine Safety Information System
(MSIS), a Coast Guard mission critical system, is in process of being
re-hosted onto another platform and two McCabe Visual Language Parsers
are needed. The parsers will greatly reduce the risk of software
failure in MSIS from Y2K in accordance with the MSIS Contingency Plan.
As such, the Operations Systems Center intends to procure, on a sole
source basis, the following: Item (1) -- 1 McCabe Visual 2000C Language
Parser, Item (2) -- 1 McCabe Visual 2000C++ Language Parser, Item (3)
-- McCabe Visual 2000 Training Course for up to 15 attendees.
McCabe&Associates, 5501 Twin Knolls Road, Suite 111, Columbia, Maryland
is believed to be the only known source with the stated capabilities to
fulfill this requirement. Other vendors who can furnish this
requirement are invited to submit clear and convincing data
substantiating their capability to furnish the entire requirement.
Vendors failing to provide complete information for an accurate
comparison will not be considered. Responses to this inquiry must be
received no later than 4:30 PM on Friday, February 12, 1999, and shall
be addressed to Commanding Officer, ATTN: Kathy P. Klein, U.S. Coast
